About the Position: This position is located at the Rock Island Arsenal Joint Manufacturing and Technology Center (RIA-JMTC). This position will be filled at the GS-09 or GS-11 level. Duties

Performs audit or analysis functions and provide support regarding audits and analysis Perform a variety of pre-award and post-award contract functions such as participating in pre-solicitation committees and contract award boards and review technical data packages. Evaluate contractor Quality Assurance/statistical process control plans and reports. These duties are described at the full performance level GS-11. The GS-09 grades is developmental leading to such performance.

Qualifications

Position may be filled as a time-limited promotion, reassignment or change to lower grade not to exceed (NTE) [1 year] by a current a permanent Army employee. Time-limited promotions may be extended up to a maximum of five years. Time-limited reassignments and changes to lower grade may exceed five years, however return rights may be impacted. Position may be made permanent without further competition. Current permanent Federal employees (to include permanent Army employees) applying for a Term appointment will be appointed/converted into a Term appointment with no statutory return rights back to a permanent position. Specialized experience at this level may include: investigating customer complaints and deficiency reports to provide identification of causes to appropriate authorities; Analyzing quality data to detect unsatisfactory trends or weaknesses in the quality/inspection system; and performing quality assurance functions in pre/post award activities. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-07). OR Education: Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree with a major study in quality assurance, statistics, mathematics, production management, industrial management, computer science, engineering, engineering technology, physical sciences, textiles, or other fields related to the position. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the first year (total graduate semester hours minus 18) by 18. Add the two percentages. GS-11 Specialized Experience: To qualify based on your experience, your resume must describe at least one year of specialized experience which prepared you to do the work in this job. Specialized experience at this level may include: conducting quality assurance visits to contractors, and/or production facilities to assure mission material meets established requirements; developing, simple contract clauses for quality assurance requirements; identifying inadequacies to request corrective action to quality assurance problems; and developing quality assurance plans to monitor commodities or programs during product/system life cycle.
