Duties
As a BUDGET ANALYST, GS-0560-11, you will:
This position is located in the Army ARNG National Guard, Joint Force Headquarters - state, JFHQ-G4. The primary purpose of this position is to provide management oversight and guidance to the budget formulation and execution process.
Requirements
- Males born after 31 December 1959 must be registered for Selective Service.

Qualifications
General Experience - Ability to plan and organize work. Competencies in analysis, research, writing, and judgment typically gained through college education or progressively responsible experiences. Ability to follow established methods and procedures; use practical knowledge of the operations, procedures, and policies of specific program areas or functional assignment.
Specialized Experience - 1-year specialized experience, education, or training in the knowledge, skills and abilities listed below. Must have experience, education, or training of finance budget competencies that provided knowledge of financial principles and procedures. Candidate must have an excellent understanding of the basic principles and concepts of the National Guard financial budget business program requirements. A candidate must have experiences and training that demonstrates the abilities to follow directions, to read, retain, and understand a variety of instructions, regulations, policies, and procedures.
As a condition of continued employment in the GS-0560-11 position and dependent on the position's certification level, the employee must complete the higher financial management certification within 24 months of appointment to the position. ** For this position, the Financial Management (FM) Certification Level requirement is FMC02 (FM Certification Level 2) **
Knowledge, Skill, and Abilities (KSAs): Applicants are strongly encouraged to submit a separate sheet(s) addressing the Knowledge, Skills and Abilities (KSAs) and how they relate to work experience, education or training.
Knowledge of the Planning, Programming, Budgeting, and Execution processes and concepts.
Knowledge of policies, regulations, and programs used to execute National guard budgets.
Skill in performing budgetary analyses and identifying variances.
Ability to summarize technical communication and translate in an effective manner to senior leaders both verbally and in written format .
Skill in preparing funding documents and preparing reports.
Education
Substitution of Education for Specialized Experience
To qualify with substitution of education, the applicant must have a completed undergraduate or graduate education, the college degree education must be in one of, or be a combination of the following required disciplines: accounting, business, finance, economics, industrial management, marketing, quantitative methods, or organizational management. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work.
