The primary purpose of this position is to: To perform a variety of production planning, scheduling and material technician tasks in direct support of depot maintenance programs/operations. This includes repair, overhaul, manufacture, and/or modification of various weapon systems; combat/strategic fixed wing aircraft, engines, exchangeable, missiles, and major end items.
Duties
Researches, analyzes, plans, and initiates job acceptance for programmed/unprogrammed workloads.
Develops new/modifies work schedules as required, due to changes in funding, priorities, or internal /external customer requirements
Manages shop capacity and calculates and establishes shop hours based on workload mixture in systems to control input to maintenance.
Monitors multiple shop operations, plans and manages actual production start dates, manages assets in-work, and monitors assets in-queue in support of the organization.
Provides material management support to production operations by ordering parts and material.

Qualifications
Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Clerical and Administrative. Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement.
SPECIALIZED EXPERIENCE: Applicants must have at least one year (52 weeks) of specialized experience at the next lower grade GS-09, or equivalent in other pay systems. Examples of specialized experience performing production planning, scheduling and material technician tasks in direct support of maintenance programs and operations. Plans and schedules initiation dates of production and manages production resources, products, end items, aircraft, and projects until repairs or projects are completed. Analyzes production and schedule constraints and works with appropriate area to resolve constraints and adjust schedules. NOTE: Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-09 level is required to meet the time-in-grade requirements for the GS-11 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Knowledge of the production organization, to include all departments being coordinated both internal and external and all production methods and procedures, labor, machinery, and manpower and material requirements that is both comprehensive and intensive for the repair, overhaul, and modification of a variety of very complex combat and strategic fixed wing aircraft, major end items, and/or major systems.
2. Knowledge of industrial and related work processes, facilities, methods, equipment, and manning requirements to perform production control functions to evaluate and recommend solutions to problem areas in the shop.
3. Knowledge of supply operations and technical program requirements to apply established supply policies and procedures to ensure parts/material support for production operations and for items that are urgent, critical, or require special handling.
4. Skill in planning unprogrammed workloads, scheduling and balancing both planned and unplanned workloads, maintaining production schedules, and preventing or alleviating production delays.
5. Ability to investigate, analyze, plan, and implement corrective action as well as establish effective cost controls for difficult and complex production problems.
6. Ability to communicate effectively, both orally and in writing
WORK ENVIRONMENT: The employee may work in an office setting part of the time, but is also required to visit production areas, which involve moderate risks, discomfort, and require safety precautions. Visits to other industrial areas take place in all weather conditions. The employee may be exposed to strong odors, fumes from paint, fuels, or chemicals used in the work processes. Regular use of safety equipment is an occupational requirement.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
