The Supervisory Veterans Service Representative (Assistant Veterans Service Center Manager) shares in the responsibility of managing Veterans Service Center (VSC) division operations through a staff of personnel responsible for claims processing, providing information, advice and assistance on all types of VA benefits to veterans and their dependents and for providing outreach services to stakeholders.

Duties

Specific duties include: Oversees the claims and appeals processing program by planning, organizing, coordinating, directing, and controlling the work of the division. Directs staffing, placement, assignment and training of division personnel to manage division workflow/productivity. Exercises final authority for the full range of Division's personnel actions (i.e. merit promotion, reassignment, details, etc.) Collaborates with local union to maintain effective management/labor relations. Issues instructions to supervisors/personnel for the purpose of effecting standardization of work performance and adherence to policies. Devises production schedules and determine ways and means to solve production problems. Revises and develops work methods to support division priorities. Interprets policy, procedures, laws, regulations and precedent decisions for various types of claims. Addresses performance related actions and ensures employees are properly rewarded. Ensures employees are held accountable for conduct and other disciplinary issues. Reviews the most complex claims prior to final claims determination (i.e. clear & unmistakable error, fraud, conflict of laws, death findings, unexplained body absence, contested claims, etc.). Monitors Equal Employment Opportunity & Diversity Inclusion policies to ensure guidance is enforced. Prepares reports related to Veterans Service Center operations (i.e. Systematic Analysis of Operations, briefings, white papers, etc.). Establishes and builds relationships with stakeholders to exchange or distribute information regarding agency programs or policies. Reviews written correspondence to individuals, Congressional, White House, or other special inquiries for approval. Keeps station management informed of new concepts, internal Division changes, national changes affecting benefit programs and any proposed changes involving Division or program policies. Consult with supervisors and union representatives/officials to discuss and resolve employee performance issues, complaints or grievances. Collaborates with station management and Division Chiefs in deciding on and/or coordinating work-related changes affecting other units or divisions. Promotion Potential: None. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement:08/12/2024. TIME-IN-GRADE REQUIREMENT: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements. To verify your eligibility, you must submit a copy of your most recent Notification of Personnel Action, Standard Form 50 (SF-50). The grade may have been in any occupation, but must have been held in the Federal service. You must provide a copy of your most recent SF-50 that indicates proof of status, and shows Time in Grade (for example, you were a career or career-conditional employee) and identifies your position title, series, grade, step, salary, tenure, and type of service (Competitive or Excepted). If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must also submit your most recent promotion or within-grade increase in addition to your recent SF-50. If you previously held a higher grade, you must also submit any SF-50 showing that grade. DO NOT submit Award SF-50's and/or General Adjustment SF-50's as they cannot be used to prove time-in-grade. For a GS-14 position you must have served 52 weeks at the GS-13 level. MINIMUM QUALIFICATION REQUIREMENT: You may qualify based on your experience as described below: GS-14 Grade Level: Specialized Experience: Applicants must have one (1) year of specialized experience equivalent to at least the next lower grade (GS-13) in the normal line of progression for the occupation in the organization. Specialized experience is defined as comprehensive knowledge of veteran benefit programs or VBA business lines and laws affecting veterans' compensation and pension benefits to provide guidance and direction on claims and appeals processing. Supervised, managed, or served as a project lead to accomplish performance and project goals; possesses knowledge of employee relations (e.g., performance or conduct based actions) and/or labor relations (e.g., grievance process or negotiations) practices. Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Full vs. Part-Time Employment: Full-time employment is considered to be at least 35 hours per week. Part-time experience will be credited on a pro-rated basis; when including part-time employment in your resume you must specify the average hours worked per week.
