Duties
Continued from summary: When the supervisor determines that full proficiency has been acquired, a Request for Personnel Action (RPA) will be submitted to the Civilian Personnel Office with an annotation that the incumbent is performing the full range and scope of duties and responsibilities for promotion.
At the GS-12 level, the primary purpose of this position is to serve as a highly experienced Engineering Technician project manager on a Joint Air Force/Army installation with the understanding of how both the Air Force and Army needs will be met. Performs design, project programming, construction management/monitoring duties and improvement projects involving the erection of new structures; installation of sophisticated equipment and systems; or the alteration and complete repair of existing structures in support of both the U.S. Air Force and Army.
Duties/Summary
Performs planning and design work for both the Air Force and Army in the development of new construction, renovations, and improvement projects for real property facilities, including utility systems, utilizing knowledge of engineering.
Manages projects for new construction, renovations, and improvements to real property facilities for both the Air Force and Army and maintains surveillance over construction contractors utilizing a knowledge of engineering and knowledge of architecture to ensure overall compliance with contracted specifications, schedules, Air Force and Army regulations, etc.
Plans, programs, budgets, and executes required projects in support of assigned programs.
Performs duties as a technical consultant to the Contracting Officer and Civil Engineering Group Leadership.
Performs inspection and surveillance of difficult and complex construction projects. Provides consulting services and project coordination.

Qualifications
In order to qualify, you must meet the requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Technical and Medical Support Positions.
SPECIALIZED EXPERIENCE FOR GS-11 LEVEL: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-10, or equivalent in other pay systems. Examples of specialized experience includes practical knowledge of a wide range of technical engineering methods, principles, requirements, work techniques, and practices relating to Project Management, and skill in applying standardized, analytical, and evaluative methods and techniques sufficient to inspect projects and advise on and/or resolve difficult but well-precedent, factual, procedural, and/or recurring issues; Knowledge and experience in using standard mathematical formulas to make computations; identify and correct deficiencies; and prepare and present reports and documentation requiring a high degree of precision and using a variety of projection techniques to portray unusual or complex designs Knowledge of the activities and purpose of functional support personnel and ability to coordinate such aspects of systems acquisition as engineering, contracting, program control, configuration, test, manufacturing, and integrated logistics support to effectively implement program management and direction.
SPECIALIZED EXPERIENCE FOR GS-12 LEVEL: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-11, or equivalent in other pay systems. Examples of specialized experience includes knowledge of a wide range of engineering design, methods, principles, requirements, work techniques, and practices relating to construction, and skill in applying standardized, analytical, and evaluative methods and techniques sufficient to develop construction projects design and specifications and advise on and/or resolve difficult but well-precedent, factual, procedural, and/or recurring issues; Knowledge and experience to interpret and explain contract drawings, plans and specifications and assist contractors in meeting them. Considerable time is spent searching for information and in discussions to understand the design concept, to obtain information and to take action or make recommendations based on preliminary data interpretation or analysis. Knowledge of electrical, mechanical, and structural aspects of major construction projects, their installation, operation, and functional requirements sufficient to ensure all are properly addressed.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-10 level is required to meet the time-in-grade requirements for the GS-11 level. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
KSAs FOR GS-11 LEVEL
1. Knowledge of basic principles of the Engineering Technician.
2. Skill in communicating factual and procedural information clearly, orally and in writing.
3. Ability to learn basic techniques of the Engineering Technician.
4. Ability to analyze problems to identify significant factors, gather pertinent data, and recognize solutions.
5. Ability to plan, organize work, and consult effectively with co-workers.
KSAs FOR GS-12 LEVEL
1. Knowledge of a broad range of engineering and construction standards, methods, practices, and techniques, materials, and equipment to determine compliance with federal, state, and local codes and regulations; of standard contracting regulations, practices, and procedures as it relates to facilities engineering; knowledge of health, safety, and environmental requirements as outlined in applicable standards, regulations, and/or technical orders.
2. Knowledge of automated data processing concepts, systems capabilities, and economic usage to effectively accomplish assigned functions, and knowledge of program planning and budgeting cycles, financial control and budget systems and management.
3. Knowledge of aesthetic and functional design techniques and skill in preparing project documentation, to include preliminary drawings, sketches, and construction drawings; and technique / skill in drafting sufficient to convey design concepts and ideas and formulate working drawings.
4. Knowledge of construction inspection practices and procedures involved in the inspection of building materials, workmanship, utilities, and the installation of systems; and the practical methods and techniques of engineering principles relating to complex construction practices and procedures.
5. Knowledge of electrical, mechanical, structural aspects engineering /architectural plans and specifications to read and interpret construction requirements. Ability to communicate effectively through both oral and written correspondence.
6. Skill in technical writing to develop solutions such as procedures and methods of installation of material, extent, or scope of work to be performed, quality of materials to be installed, and acceptable levels of workmanship. Ability to plan, conduct and record site/facilities surveys and inspection; to analyze, interpret, and apply results, rules, regulations, and procedures in a variety of situations and recommend timely and economical solutions.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
