This position is located at the Fort Yuma Service Unit, Winterhaven, California. The primary purpose of the position is to develop, implement and maintain a Compliance and Integrity program to prevent and detect violations and other misconduct, and to promote ethical conduct and a commitment to compliance with the law. The position provides support to health care management officials and/or coordinating health care operations. The incumbent reports to Deputy Quality Management Director.
Duties
Coordinates and monitors activities of the Fort Yuma Service Unit's global healthcare compliance and integrity program. Provides guidance on incorporating compliance-related activities into the operations of the Service Unit.
Assists with reviewing, updating, and formulating Service Unit policies and procedures regarding compliance-relate activities to ensure consistency among the various divisions. Is responsible for promoting extensive working relationships within and across the service unit lines and for planning, coordinating and implementing compliance functions.
Assists with plans related to Quality Assurance (QA) and Risk Management (RM) programs. Performance of duties involves establishing criteria, assessing program effectiveness, investigating or analyzing a variety of conditions, problems, or questions, which affect a wide range of activities and stimulating responsive action toward the achievement of quality care.
Conducts investigations of alleged violations of Healthcare law, standards of conduct, or any other system policies and procedures. Assists department supervisors to investigate problems, determine action, and prepare analysis and performance improvement plans.
Collaborates with the compliance committee (or equivalent) to effectively incorporate the compliance program in the service unit committee organizational reporting structure. This requirement will also consist of appropriate information and reporting system so that the Service Unit Executive Committee may exercise timely and informed judgments concerning the Service Unit's compliance with the law.

INDIVIDUAL OCCUPATIONAL REQUIREMENTS:
Undergraduate and Graduate Education: Major study -- hospital administration, public health administration, or related fields such as business or public administration with course work in health care administration; OR
SPECIALIZED EXPERIENCE: Progressively responsible analytical or administrative, or clinical management or supervisory experience in the healthcare field. This work may have been performed in an operating health care facility or a higher organization echelon with advisory or directional authority over such facilities. Work must have involved a close working relationship with facility managers and analysis and/or coordination of administrative, clinical, or other service activities, and provided knowledge of the following:
Missions, organizations, programs, and requirements of health care delivery systems;
Regulations and standards of various regulatory and credentialing groups; and
Government-wide, agency, and facility systems and requirements in various administrative areas such as budget, personnel, and procurement.
In addition to the Individual Occupational Requirement, you must also meet the Minimum Qualifications stated below.
MINIMUM QUALIFICATIONS- GS-11:
Your resume must demonstrate at least one (1) year of specialized experience equivalent to at least the GS-9 grade level in the Federal service obtained in either the private or public sector performing the following type of work and/or tasks: Develops, plans implements, coordinates, monitors and evaluates clinic-wide quality assurance and risk management programs. Knowledge of health care delivery systems, regulations and standards of various regulatory and credentialing groups. Performed various administrative duties such as budget, personnel, and procurement. Proficient in preparing reports and presenting to Executive Leadership, governing bodies, stakeholders and regulatory agencies of either deficiencies or corrective action processes; OR
Education: Ph.D. or equivalent doctoral degree or completed 3 full years of progressively higher level graduate education leading to such a degree, or LL.M. Degree or education must have included major study in hospital administration, public administration, or related fields such as business or public administration with course work in health care administration. Must provide copies of transcripts; OR
Combination of education and specialized experience: Combination of experience and graduate education that when combined, meets 100% of the qualification requirements for this position. To determine if you qualify under this combination first divide your total months of qualifying experience by 12. Then divide your semester hours of graduate education beyond 3 years by 18. (Note: Only education in excess of the third year is creditable toward meeting the experience requirement when combining experience and education. Finally, add the two percentages. The total percentage must equal at least 100% to qualify. Must provide copies of transcript.
MINIMUM QUALIFICATIONS- GS-12:
Your resume must demonstrate at least one (1) year of specialized experience equivalent to at least the GS-11 grade level in the Federal service obtained in either the private or public sector performing the following type of work and/or tasks: Experience in overseeing compliance programs, promoting ethics and integrity on processes and procedures. Performed internal risk assessments, investigative processes, compliance incidents, and report finding. Establish and implement various system-level processes to detect non-compliance and provide corrective measures for any violations and implement systems for internal controls for continued monitoring. Prepared reports and presenting them to Executive Leadership, governing bodies, stakeholders and regulatory agencies of either deficiencies or corrective action processes;
Time In Grade
Federal employees in the competitive service are also subject to the Time-In-Grade Requirements: Merit Promotion (status) candidates must have completed one year of service at the next lower grade level. Time-In-Grade provisions do not apply under the Excepted Service Examining Plan (ESEP).
