This National Guard position is for a QUALITY ASSURANCE SPECIALIST, Position Description Number NGD1818000 and is part of the 114 FW MAI GP. This is a Title 32, Dual-Status position. AREAS OF CONSIDERATION: - All members of the South Dakota Air National Guard or those eligible to become a member. NOTE: A separate AGR announcement will run concurrently.

Duties

As a QUALITY ASSURANCE SPECIALIST, GS-1910-9/11, you will: This position is located in an Air National Guard Aviation Wing, Maintenance Group. The primary purpose of this position is to establish and execute a planned systematic approach of quality assurance for all areas of aircraft maintenance, designed to provide the maintenance managers confidence that aircraft, aircraft systems, munitions, equipment, products or supporting processes conform to technical, safety, work load and customer requirements. The overall objective is to ensure that quality considerations are addressed and requirements achieved for all aircraft maintenance work and support functions to ensure end items perform as intended with reliability. Serves as the primary technical advisory process in the maintenance organization designed to assist maintenance managers. Serves as the Quality Assurance Specialist (QAS) for the planning, implementation and execution of a quality assurance program that includes the full range of quality principles, concepts, inspection techniques, surveillance and evaluations related to quality assurance functional programs of all assigned aircraft, aircraft components, aerospace ground equipment, electronic equipment & systems, armament, munitions, engines, associated systems and maintenance personnel from numerous job series, and maintenance disciplines.

Qualifications

NATIONAL GUARD MEMBERSHIP IS REQUIRED: This is an excepted service position that requires membership in a compatible military assignment in the National Guard. Selectee will be required to wear the military uniform. Acceptance of an excepted service position constitutes concurrence with these requirements as a condition of employment. COMPATIBLE MILITARY ASSIGNMENT: Enlisted up to MSgt may apply.Selected individual must be assigned to a compatible military position in the following AFSC upon date of hire: 2AX7X,2RX7X,2WX7X. Aptitude scores can be checked on the vMPF or at the Customer Service in the Force Support Squadron and physical profile in the medical squadron. Military grade inversion within the full-time work force is not permitted. The military grade of the full time supervisor must equal or exceed the military grade of personnel supervised. Selected member will be required to complete IAT Level I certification as stated in TO 00-5-1. GENERAL EXPERIENCE: Experience, education, or training involving planning, developing, or administering quality assurance programs (i.e., supporting the development, acquisition, production, use, maintenance, storage, and supply of products concerned with the systematic prevention of defects and non-conformances, the identification of unsatisfactory trends and conditions, and the correction of factors which may contribute to defective items). Experience using computer and automation systems. SPECIALIZED EXPERIENCE: GS-09 - 1-year specialized experience equivalent to at least the next lower grade. In addition to the OPM IORs, specialized experience includes experience, education, or training, involving principles, techniques, and accepted practices of quality assurance work (i.e., the application of statistical sampling techniques sufficient to perform assignments or preparation of technical reports on quality levels to identify specific problems). Experience in the application and theory of specialization using applicable publications. Experience in the preparation of technical reports on quality levels to identify specific problem areas and to recommend corrective action. GS-11 - 1-year specialized experience equivalent to at least the next lower grade. In addition to the OPM IORs, specialized experience includes experience, education, or training involving a thorough knowledge of product or range of products involved, the manufacturing methods and techniques, special processes, test, and performance requirements; and skill in developing plans and programs. Experience possessed by an expert in specialization able to give technical direction to otherwise competent workers. Experience determining operations when difficult and questionable phases of malfunctions are found. Experience which required significant and concrete work accomplishments (i.e., special projects, working groups, or detailing assignments) involving interpersonal contacts in a quality assurance or related field. Experience in dealing with management principles and supervisory responsibility for the function required by type of position to be filled and the organization involved. Knowledge, Skill, and Abilities (KSAs): Applicants are strongly encouraged to submit a separate sheet(s) addressing the Knowledge, Skills and Abilities (KSAs) and how they relate to work experience, education or training. Knowledge of aircraft inspection methods, techniques and practices to detect conditions which may compromise quality. Knowledge of the Maintenance Standardization Evaluation Program (MSEP). Skill to plan and conduct studies, analyze performance and quality data and to develop sound recommendations for correction of quality system deficiencies. Skill to apply the aircraft weight and balance program for safe flight operations. Skill to evaluate and assess complex systems, subsystems, integrated systems/subsystems, or components for conformance to applicable technical data, engineering drawings, standards and specifications. Statement of Difference: The incumbent of this position meets the experience and educational requirements for entry at the lower trainee level of GS-09 for a Quality Assurance Specialist, GS-1910-11, Position Description (PD) # D1818000. A locally developed Individual Development Plan (IDP) will be established for the incumbent. This plan will be designed to provide the individual selected with the opportunity to gain the formal and on-the-job training; allowing the individual to gain the required knowledge, experience, and skills required for promotion to the full operating level of the Quality Assurance Specialist, GS-1910-11. Attached is a copy of the PD D1818000. The incumbent was competitively selected to fill the position at this lower trainee level, promotion to the target position may be considered as a career promotion in accordance with applicable regulations, after qualifications, eligibility requirements, and completion of a locally developed IDP. The supervisor and the next higher level supervisor will be responsible for ensuring the incumbent is performing the full scope of duties and responsibilities listed within the Quality Assurance Specialist, PD # D1818000, GS-1910-11, when working under normal supervisory controls prior to allowing the individual to be promoted to Quality Assurance Specialist (GS-11).
