This position is located in the Warehouse area of the Logistics Service in a Veteran Affairs Health Care System and supported catchment area. The position is located at an assigned Veterans Administration medical facility performing warehouse work. The incumbent handles or oversees one or more product lines, a segment of a large warehouse, or may serve as the senior employee in a smaller warehouse or supply facility.

Duties

Major duties include, but are not limited to: Assists in developing plans for storage and arrangement of stock in accordance with VA regulations and requirements that determine the configuration setup, movement, rearrangement and traffic flow. In a large warehouse facility, manages space and storage in accordance with VA regulations for a specific commodity or equipment group, such as general supplies, construction materials, medical supplies, and high value items. In a small warehouse facility, undertakes the full spectrum of warehouse functions with responsibility for laying out storage space, establishing item locations, determining organization and arrangement of stock and identifying high and low usage items according to VA regulations and procedures. As required, operates a vehicle, truck, or van not exceeding 26000 Gross Vehicle Weight Rating (GVWR), with electrical or hydraulic lift. Works on own initiative to consolidate materials and provide maximum space utilization and protection of materials. Coordinates incoming and outgoing shipments and placement of materials on the docking area, which may require scheduling personnel to facilitate movement of materials in accordance with priorities, scheduling requirements and space allocations. Receives, stores, and moves hazardous and toxic materials and substances, such as certain types of chemicals or radioactive materials, in accordance with facility and regulatory requirements. Works with the Inventory Management Specialists to ensure timely stocking of primaries, participating in a variety of inventories and communication discrepancies as appropriate. Makes off-site deliveries to Central Based Outpatient Clinics (CBOC) daily with both medical supplies and transporting laboratory specimens to central VAMC for lab testing. Sorts and delivers incoming mail, picking up intra-office and processing outgoing mail, supporting the mail center with off campus deliveries, understanding and adhering to all facility and federal postal regulations. Assist public affairs in reproduction of facility print requests and GPO express production orders. May serve as a senior member of a warehouse project team of materials handlers involved in special projects, such as conversion of the warehouse from a manual to an automated system, relocating a major commodity or equipment group, or setting up a new commodity group area. To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 08/14/2024. EXPERIENCE: A specific length of training and experience is not required, but you must show evidence of training or experience of sufficient scope and quality of your ability to do the work of this position. Evidence which demonstrates you possess the knowledge, skills, and ability to perform the duties of this position must be supported by detailed descriptions of such on your resume. Applicants will be rated in accordance with the OPM Federal Wage System Qualification Standards. SCREEN-OUT ELEMENT: Your qualifications will first be evaluated against the prescribed screen out element. The ability to do the work of a Materials Handler without more than normal supervision. Examples include: ability to independently perform all waste handling duties without specific instructions; knowledge of proper waste handling and disposal procedures; knowledge of procedures for spills or accidents related to the wastes being transported; ability follow safe work practices and policies; knowledge of warehouse equipment including operating manual and power lifting devices, compactors, cardboard bailers; knowledge of safety regulations for the handling, transporting and disposal of solid/hazardous wastes.Those applicants who appear to possess at least the minimal acceptable qualification requirement are considered for further rating; those who do not are rated ineligible and are eliminated. SELECTIVE PLACEMENT FACTOR (SCREEN-OUT) - A Selective Placement Factor (SPF) has been identified for this position. Selective Placement Factors (SPF) are a prerequisite to appointment and represent minimum requirements for the position. Applicants who do not meet the SPF are ineligible for further consideration. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Physical Requirements: Work involves considerable walking, pushing, and pulling a variety of carts and materials handling equipment. Works offloading and loading trucks, lifting products on and off-shelves, handling boxes frequently weighing over 40 pounds. Will frequently handle equipment, furniture, and materials of an awkward and heavier nature in excess of 100 pounds. These items are typically handled using specialized equipment and/or assistance of coworkers. Greater physical effort may be required on projects involving the movement of large quantities of product over an extended period of time including, but not limited to turn-ins, large shipments and deliveries. While operating vehicles, may be required to exert a greater level pf physical exertion while backing and turning trucks, operating forklifts, or hand trucks on uneven terrains and uncertain conditions.
