This position is part of the Organization of the Joint Chiefs of Staff, Joint Chiefs of Staff. The incumbent performs work in support of the SecDef and Chairman through integration with all U.S. Combatant Commands, Combat Service Support Agencies, Services, SecState, interagency, multinational partners, private industry, and academia that directly impacts the nation's current and future military capabilities.

Duties

This position is being filled under the Direct-Hire Authority for the Department of Defense for Post-Secondary Students and Recent Graduates, Section 1102 of the National Defense Authorization Act for Fiscal Year 2019, Public Law 115-232. NOTE: THIS ANNOUNCEMENT IS FOR ONE POSITION, ANOTHER ANNOUNCEMENT IS BEING DONE FOR THE ADDITIONAL SELECTION. As a OPERATIONS RESEARCH ANALYST at the GS-1515-11/12/13 some of your typical work assignments may include: Provide operations research and technical expertise to assist the Director of Joint Staff J7 to develop, design, and adapt the future Joint Force Ensure the creative, rigorous, and innovative use of Operations Research analytical procedures in preparing and reviewing reports, insights, and briefings Analyze concept documents to develop system evaluation strategies that effectively verify a concept's ability to meet operational needs Develop and apply statistically rigorous methods to ensure thorough, timely, and accurate analysis of concept insights Develop defensible analysis reports, system evaluations, and assessment summaries which clearly communicate results to audiences with varying levels of technical expertise, and aid leaders in making critical decisions related to the Joint Force Represents the Joint Staff position in staffing of documents or meetings related to the Joint Strategic Planning System

Qualifications

This position is being filled under the Direct-Hire Authority for the Department of Defense for Post-Secondary Students and Recent Graduates, Section 1102 of the National Defense Authorization Act for Fiscal Year 2019, Public Law 115-232. To be considered for a Post secondary or Recent Graduate (select one) appointment you must meet ONE of the following requirements: {Post Secondary} Be currently enrolled in, and in good academic standing at, a full-time program at an institution of higher education; AND is making satisfactory progress toward receipt of a baccalaureate or graduate degree; AND has completed at least one year of the program. {Recent Graduate} Complete all requirements for an associates, bachelors, masters, professional, doctorate, vocational, or technical degree or certificate from a qualifying educational institution not more than two years before the date of the appointment; OR a person who has completed a period of obligated service in a uniformed service of more than four years, such term means a person who was awarded a degree not more than four years before the date of the appointment. In addition to meeting the Recent Graduate eligibility requirements, your resume and supporting documentation must support: You may qualify at the GS-13, if you fulfill the following qualifications: A. One year of specialized experience equivalent to the GS-12 grade level in the Federal service: Clearly articulate Joint Staff position on high level matters and execute these approaches through writing and publishing analytic documents applicable to the Joint Staff, and the Department of Defense for development and examination of threat-based joint concepts; Leads a team to develop analytic approaches for conducting analysis, evaluation, examination, and assessment that inform concept development; Applies an extensive knowledge of scientific and analytic methods including data collection, operations research, and synthesis to inform senior leader decision making; Applies an extensive knowledge of statistical analysis techniques to identify the significant variables and determine their underlying relationships in studies, position papers, etc. submitted for decision maker review; Applies an extensive knowledge of the future operating environment and concept development in order to research data analysis and inform develop joint concepts and concept of operations OR You may qualify at the GS-12, if you fulfill the following qualifications: B. One year of specialized experience equivalent to the GS-11 grade level in the Federal service: Participates as a lead member to clearly articulate Joint Staff positions on high level matters and executes these approaches through writing and publishing analytic documents applicable to the Joint Staff and the Department of Defense for development and examination of threat-based joint concepts; Participates as a lead member of the team to develop analytic approaches for conducting analysis, evaluation, examination, and assessment that inform concept development; Applies a broad knowledge of scientific and analytic methods including data collection, operations research, and synthesis to inform senior leader decision making; Applies a broad knowledge of statistical analysis techniques to identify the significant variables and determine their underlying relationships in studies, position papers, etc. submitted for decision maker review; Applies a broad knowledge of the future operating environment and concept development in order to research data analysis and inform develop joint concepts and concept of operations. OR You may qualify at the GS-11, if you fulfill the following qualifications: C. One year of specialized experience equivalent to the GS-09 grade level in the Federal service: Participates as a member to clearly articulate military organization position on high level matters and execute these approaches through writing and publishing analytic documents applicable to the Joint Staff, and the Department of Defense for development and examination of threat-based joint concepts; Participates as a member of a team to develop analytic approaches for conducting analysis, evaluation, examination, and assessment that inform concept development; Applies a limited knowledge of scientific and analytic methods including data collection, operations research, and synthesis to inform senior leader decision making; Applies a limited knowledge of statistical analysis techniques to identify the significant variables and determine their underlying relationships in studies, position papers, etc. submitted for decision maker review; Applies a limited knowledge of the future operating environment and concept development in order to research data analysis and develop joint concepts and concept of operations OR D. GS-11 Only: I have Master's or equivalent graduate degree listed educational requirements. E. GS-11 Only: I have specialized experience as described in the GS-11 specialized requirements, but less than one year and I have some graduate education as described in educational requirements, but less than the required. I have computed the percentage of the requirements that I meet, and the total is at least 100% (To compute the percentage, divide your total months of qualifying experience by 12. Then, divide your semester hours of graduate education by 18. Add the two percentages. The total percentage must equal at least 100 percent to qualify.). (Note: You must attach a copy of your transcripts.) F: GS-12 Only: I have a Ph.D. or equivalent doctoral degree listed educational requirements. G. GS-12 Only: I have specialized experience as described in GS-12 specialized experience, but less than one year and I have some graduate education as described in educational requirements, but less than the required. Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. In addition to meeting qualifications, your application package must reflect the applicable experience to meet the Individual Occupational Requirements for the GS-1515 series: REQUIRED: Degree in Operations Research; or at least 24 semester hours in a combination of operations research, mathematics, probability, statistics, mathematical logic, science, or subject-matter courses requiring substantial competence in college-level mathematics or statistics. At least 3 of the 24 semester hours must have been in calculus.
