This position is located in the Office of the Associate Chief of Staff, Research and Development of the VA Shreveport Health Care System with projects sponsored by the VA, National Institutes of Health, pharmaceutical companies, and private or non-profit research foundations. This position works to ensure that all research funding is handled appropriately and in accordance with all Veterans Administration and Federal regulations.

Duties

***THIS IS NOT A VIRTUAL POSITION, YOU MUST LIVE WITHIN OR BE WILLING TO RELOCATE WITHIN A COMMUTABLE DISTANCE OF THE DUTY LOCATION*** Major duties and responsibilities include: Reviewing annual budget forecasts and spend plans; recommending adjustments based on historical spending plans and ensuring budgets are current and in compliance with existing regulatory guidance. Performing a variety of budgetary, administrative, and statistical functions to determine funding program validity, forming future budget needs, and providing written assessments to researchers. Tracking funds distribution, monitoring costs and expenditures, reconciling commitments and obligations, identifies excess funds, and preparing reports projecting the use of available resources. Working closely with funded investigators, university business managers, and administrative staff offering guidance, answering questions, and resolving budget conflicts. Entering budgetary data into a variety of forms, schedules, and reports, and recommending and adjusting when required. Participating in the monitoring of year-end closing to ensure proper and full use of provided funds. Serving as the government purchase card holder with authority to make credit card purchases within a specified dollar amount. Screening purchase requests for completeness and adequacy; searching for sources of supply and availability; coordinating purchase requirements, specifications and acceptable substitutes with requester; contacting prospective contractor/vendor for oral and/or written quotes and determining source based on price, delivery, etc. Creating procedural instructions for budget processes and procedures to expedite/facilitate the correct completion of all budget/financial forms and processes. Performing other duties as assigned. IN ORDER TO QUALIFY FOR THIS POSITION AT THE GS-7 LEVEL YOU MUST MEET THE FOLLOWING: SPECIALIZED EXPERIENCE: You must have at least one (1) full year of specialized experience equivalent to at least the next lower grade level (GS-6) in Federal Service that has given you the knowledge, skills, and abilities necessary to perform the duties of a Budget Technician GS-7. Specialized experience includes assisting in accounting, forecasting, and executing the budget; researching, verifying, and summarizing budget data; tracking funds distribution, monitors costs and expenditures; distributing funds to the proper fund control points; accumulates budgetary information necessary to generate recurring or non-recurring reports. (THIS EXPERIENCE MUST BE SUPPORTED BY YOUR RESUME TO BE CREDITABLE.) You will be rated on the following Competencies as part of the assessment questionnaire for this position: Budget AdministrationFinancial ManagementPrinciples of Accounting IMPORTANT: A full year of work is considered to be 35-40 hours of work per week. All experience listed on your resume must include the month and year start/end dates. Part-time experience will be credited on the basis of time actually spent in appropriate activities.
