This position is located in the State Office of Iowa in USDA/Rural Development (RD). The incumbent of this position serves as an environmental advisor and analyst managing a wide range of source issues to support RD's environmental policies and procedures and review responsibilities.

Duties

Formulates or reviews responses to public comments in a timely manner. Prepares and delivers training in appropriate venues (e.g., conferences, training events, webinars, or teleconferences) and posts and maintains training information and guidance documents on web sites. Develops and maintains Natural Resource Management Guide and other compliance tools as required to assist in the preparation of environmental review documentation and efficient program execution. Reviews and ensures any environmental mitigation measures are integrated in RD loan or grant approval documents (e.g., letters of condition or conditional commitments for guarantees).

Qualifications

Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including specialized experience and/or education, as defined below. For GS-09 level: Applicants must have 1 year of specialized experience equivalent to at least the GS-07; or its non-Federal equivalent that demonstrates: Knowledge of the established principles, concepts, and methods of environmental protection program work; practical knowledge of one or more environmental sciences or related fields (e.g., biology, ecology, chemistry, hydrology, radiation physics, environmental law, real property functions, or statistics),sufficient to assess and correlate environmental data; providing assistance in administering environmental protection programs and the laws and regulations related to environmental protection activities; determining relevant environmental regulatory standards and applicability OR master's or equivalent degree OR 2 full years of progressively higher-level graduate education leading to such a degree OR LL. B or J.D. if related. For GS-11 level: Applicants must have 1 year of specialized experience equivalent to at least the GS-09; or its non-Federal equivalent that demonstrates: Knowledge of the established principles, concepts, and methods of environmental protection program work; practical knowledge of one or more environmental sciences or related fields (e.g., biology, ecology, chemistry, hydrology, radiation physics, environmental law, real property functions, or statistics),sufficient to assess and correlate environmental data. Ability/skill in data gathering and analysis techniques to collect and review technical information on environmental activities; solving problems pertaining to environmental protection; and applying the knowledge of statutes, regulations, and precedent decisions governing environmental operations to plan, implement, or monitor environmental programs and services OR Ph.D. or equivalent doctoral degree OR 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related OR a combination of education as described and specialized experience.
