Duties

This position performs the following duties: Assist the park's Revenue & Fee Program Manager by overseeing and directing a large fee operation to ensure the day-to-day collections and remittances are managed effectively and securely through implementing up-to-date procedures and technology while also ensuring quality visitor services and safety are top priorities. Directly supervises two GS-08 Supervisory Recreation Fee Technicians who manage the day-to-day entrance station collection and remit operations. Coordinates seasonal and permanent hiring through the GS-08 supervisors. Develops performance plans and evaluates employee performance, initiates performance-based awards and disciplinary actions as appropriate. Coordinates seasonal and permanent employee training through updated standard operating procedures, classroom and field training opportunities. Serves as technical subject matter expert on RM-22a guidelines and park management goals and objectives regarding fee collection and entrance station operations. Evaluates operations, interprets visitor use trends and changing management goals to maximize efficiency of fee collection operations. Physical Demands: This position may require standing for long periods of time, as well as walking, bending, lifting of moderately heavy items. Mental stress and physical fatigue occur due to the high volume of personal contacts and the responsibility of dealing with large amounts of money. If applicable, extreme physical exertion may be required while performing search and rescue, wildland firefighting, and other emergency response duties. Work Environment: This position typically works at an extreme station, campground office, fee office, remit office, visitor center, and/or visitor contact station. Work may be frequently performed in small, outdoor structures with open windows which results in exposure to extremes of temperature, rain, snow, wind and direct sunlight. Park areas may be geographically located in areas of high elevation, rugged terrain, or dense populations. High levels of vehicle noise and emissions may exist during heavy visitation periods. Duties may be performed alone and/or in isolated locations.

Qualifications

All qualifications must be met by the closing date of this announcement-08/19/2024-unless otherwise stated in this vacancy announcement. Credit will be given for all appropriate qualifying experience. For current Federal employees, if hours worked per week are not included on your resume, you must submit a non-award SF-50 for each federal position listed as part of your application to be used to validate your work schedule and determine the amount of qualifying experience that you will be granted. An award SF-50 will not be acceptable documentation for which to consider your amount of qualifying experience. For all other applicants who are not current federal employees, your resume must state either "full-time" (or "40 hours a week") or "part-time" with the number of hours worked per week to ensure proper crediting of specialized experience. Failure to adequately provide information needed to determine number of hours worked in each position may result in that time not being credited when evaluating qualifying experience. For periods of time that reflect military service, the DD-214 or Statement of Service is sufficient to meet the full and/or part-time hours requirement as the service dates will be reflected. To qualify for this position at the GS-07 grade level, you must possess at least one of the following minimum qualifications by close of the announcement: EXPERIENCE: At least one full year of specialized experience comparable in scope and responsibility to the GS-07 grade level in the Federal service (obtained in either the public or private sectors). This experience includes activities such as: managing, leading, or supervising a fee/revenue collection staff in the coordination of day-to-day business operations of a fee program (collections and deposits); developing or revising written policies or procedures associated with a fee collection operation to ensure they are up to date with current policy, business practices, and technology; and analyzing visitation trends and collections to improve operational efficiency. You must include hours per week worked in your resume to receive credit for experience. -OR- EDUCATION: Successful completion of at least a master's or equivalent graduate degree or two (2) full years of progressively higher-level graduate education leading to such a degree or LL.B. or J.D., if related; in a directly related field such as accounting, business administration, finance or other closely related subjects pertinent to the management of a fee collection program. The education must have been obtained in an accredited college or university and demonstrate the knowledge, skills, and abilities necessary to do the work. You must include transcripts that demonstrate graduate level coursework. -OR- Successful completion of a combination of education and experience as described above. To combine education and experience for example, Six (6) months of experience (50% of experience plus 27 semester hours or 41 quarter hours of directly related graduate education as described in B above (50% of education, would equal 100% to meet this requirement. You must include transcripts. Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

To qualify based on education, you must submit a legible copy of transcripts from an accredited institution with your name, school name, credit hours, course level, major(s), and grade-point average or class ranking. Transcripts do not need to be official, but if you are selected for this position and you used your education to qualify, you must provide official transcripts before you begin work.

If you are using education completed in foreign colleges or universities to meet qualification requirements, you must show that your education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.
