You will serve as a SUPERVISORY SENIOR PROJECT MANAGER in the DESIGN AND CONSTRUCTION DEPARTMENT of NAVFAC NORTHWEST.

Duties

You will develop and implement regional policy on all project management issues. You will render technical decisions/recommendations on situations, questions, and/or problems relating to scheduling, funding, project coordination, and contract interpretations which could affect the execution of the project. You will ensure statutory costs are not exceeded, and the letter and intent of authorization and appropriation laws are carried through. You will participate as a member of Architect-Engineering selection boards and provide recommendations for contract awards. You will supervise at least 3 Project Managers (GS12 and/or GS13) covering major MILCON and Operations and Maintenance projects at Naval Base Kitsap Bangor, Naval Station Everett and NAS Whidbey Island.

  • You will be required to maintain a current PROFESSIONAL ENGINEER's license or ARCHITECT registration.
  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). Certification in the Acquisition Functional Area and category assigned to the position is required within established category timeframes.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.
  • Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. You will be required to review the 14 General Principles of Ethical Conduct at 5 CFR 2635.101.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Overseeing or providing support for the A/E contractor or in-house design of capital improvement projects including military construction and facilities major renovations; 2) Managing or providing significant assistance to the management of capital improvement projects from conception through close-out, to include scope, schedule and cost; 3) Monitoring the use of assigned project resources, including reimbursable project dollars, to determine if the project is tracking as planned or if corrective action(s) should be taken; 4) Providing recommendations for resolving project problems due to design errors, unforeseen conditions, or changes in criteria; 5) Preparing and presenting briefs related to scopes of work, design reviews, contract negotiations, etc. NOTE: This information must be supported in your resume to be considered for the position.
