The primary purpose of this position is to advise on specialized contract law, procurement integrity, foreign disclosure, and Freedom of Information Act requests by representing the US Government interests in various forums and support the defense of the Department of the Air Force (DAF), USSTRATCOM, and the NC3EC in litigation.
Duties
Provides contracting officers comprehensive legal and related business advice and counsel on all issues arising from or related to all USSTRATCOM and NC3EC funded activities and assists related Offutt organizations on major procurements and issues of first impression.
Provides Legal advice and business counsel to program managers, portfolio managers, project managers and other USSTRATCOM, the NC3EC, and other personnel engaged in any phase of managing a command requirement that is met, in part, through acquisition.
Recognized as a subject matter expert in government procurement law, the incumbent is fully knowledgeable of all major substantive federal laws, regulations, and policies relating to the practice of government procurement and related commercial law and litigation.
Advocates and represents DAF and USSTRATCOM positions in negotiations, meetings, proceedings before courts and administrative tribunals, and alternative dispute resolution (ADR) forums.

- Incumbent must be currently licensed as an attorney and counselor at law in a state or territory of the United States, the District of Columbia, or the Commonwealth of Puerto Rico
- Incumbent is required to file an OGE 450 (Financial Disclosure) upon appointment and will be required to file annually
- May occasionally be required to work other than normal hours
- Work may occasionally require travel away from the normal duty station on military or commercial aircraft
- Must be able to obtain and maintain the appropriate Secret security clearance
- Graduation from an accredited law school (J.D.) and active membership in good standing in the bar of a State or the District of Columbia
- At least six (6) years of federal litigation and/or acquisition related experience with no less than 3 years acquisition related experience is desired
- Ability to effectively mentor and motivate less experienced personnel
Qualifications
GENERAL REQUIREMENTS:
You MUST have successfully completed a full course of study in a school of law accredited by the American Bar Association (ABA) and have the first professional law degree (LLB or JD).
In addition, at the time of application, you must provide proof, dated within four months of application, of "active" status with a bar of the highest court of a State, U.S. commonwealth, U.S. territory, or the District of Columbia. Specialized Experience: In addition to the basic requirement: you must have professional legal experience in excess of three (3) years that commensurate with the position's duties and responsibilities.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Knowledge of applicable federal procurement statutes, regulations (including the Federal Acquisition Regulation, Department of Defense regulations, and DAF regulations), case law, and Executive Orders and agency policy guidance applicable to government contracting, privatization, ethics, and acquisition.
2. Knowledge of space and nuclear operations, to include related specialized laws, necessary to advise personnel on issues relating to government acquisition of related services, programs and end items.
3. Skill in legal research methods, including familiarity with on-line legal databases and other agency resources.
4. Highly skilled in reviewing all legal documents (e.g. agency contractual instruments, pleadings, discovery, and other non-litigation related legal documents) for legal sufficiency and protection of the government's interests.
5. Skill in interpreting the law and applying it to specific situations and exercise of legal judgment.
6. Ability to maintain proficiency in government procurement law covering the entire acquisition life cycle. Ability to clearly and effectively communicate authoritative legal advice, both verbally and in writing, concerning the various stages of contracting, acquisition and procurement management.

Additional Conditions of Employment:
Incumbent will maintain a high degree of expertise or mastery in at least three (3) discrete subject matter areas within the following categories of acquisition law: acquisition planning, contracting methods and contract types, socioeconomic programs, general contracting requirements (e.g., intellectual property, bonds and insurance, taxes, cost accounting standards, cost principles, contract financing, protests, disputes, and appeals), special categories of contracting (e.g., major systems, research and development, construction and architect-engineering, service contracting, federal supply schedule contracting, acquisition of information technology), fraud remedies, contract management and fiscal law.
Education
Must be a graduate of a law school accredited by the American Bar Association, and be currently licensed as an attorney, in active (or equivalent) status and in good standing, with the bar of a U.S. state, territory, or commonwealth. The attorney must maintain such bar membership in at least one jurisdiction during the entire course of employment with the Air Force.
