This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service.
Duties
Operate gasoline-powered concrete mixer in order to complete the required tasks.
Perform necessary operator maintenance of equipment.
Install weight-handling gear such as cables, ropes, slings, and chains to move a variety of equipment.
Operate engineering equipment such as those with bull blades, four-in-one bucket loader, or drag pan in a construction debris landfill.
Utilize vehicles according to safety rules to prevent damage.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Must obtain/maintain appropriate valid state Driver's License.
- This position is subject to a pre-employment drug screening, and random drug testing thereafter, to include testing based on reasonable suspicion and testing due to direct involvement with an on-duty accident.

Minimum Qualifications (Screen Out Element): Ability to do the work of an Engineering Equipment Operator (Motor Vehicle Operator) without more than normal supervision. Ability to perform common Engineering Equipment Operator (Motor Vehicle Operator) duties. I can operate a front-end loader, bulldozers, road rollers, and other similar equipment to push, pull, pile, excavate; load materials, and compact loose materials such as sand, gravel stone, shale, topsoil, and snow on flat, rolling or hilly terrain, at construction sites, and around buildings, vehicles or other obstacles. Operate vehicle, manipulates levers and controls to engage equipment. I work under normal supervision of a work leader or journey-level employee who observes tasks in progress and upon completion to make sure they are properly performed. - Failure to meet this Screen out Element will result in an ineligible rating.
Physical Effort - Heavy physical effort is used by the operator in constantly reaching, bending, turning, and moving hands, arms, feet, and legs to handle different sets of controls to operate the equipment, attachments, and vehicles. Considerable strain is caused by the constant: vibration of the equipment and the jerking and jolting from operating over rough surfaces. Because of the location of the controls and attachments, the operator frequently works in awkward or stained positions. Worker frequently lifts up to 40 pounds and occasionally lifts equipment weighing up to 80 pounds with assistance.
Working Conditions - The operator works in all types of weather in flat terrain and is exposed to serious injury due to the possibility of the equipment overturning or the vehicle being involved in traffic accidents. Also, the operator is subject to noise, vibration, dust, dirt, and fumes form the motor and exhaust. Asphalt worker is subject to cuts, bruises, and is exposed to the danger of falls while working on moving equipment.
