You will serve as a PROGRAM ANALYST in the INTERNATIONAL PROGRAMS DEPARTMENT FOR THE COMMANDER, NAVAL METEOROLOGY AND OCEANOGRAHY COMMAND.
Duties
You will implement Naval Oceanography International Strategic Plan designed to leverage international partnerships for improved METOC capability and capacity in support of DoD/DoN requirements and goals.
You will develop strategic engagement plans that promote collaboration and information exchange in the areas of hydrography, oceanography, meteorology, precise time and astrometry, and geospatial information and services.
You will function as an official Foreign Disclosure Officer (FDO) for USN METOC responsible for understanding and assessing risk associated with releasing METOC data and information to international partners.
You will establish tailored SC/SA programs focused on hydrography, oceanography, meteorology, and geospatial information and services data collection, processing, and exploitation techniques.
You will develop and maintain SC/SA policy and procedures to enable NAVMETOCCOM’s SC/SA initiatives to advance partner capabilities.
You will interact as needed with foreign representatives relating to SC/SA matters.
You will represent the command, both internally and externally, at all levels by attending Combatant Command Security Assistance Training Program Management Review conferences and workshops.

You will promote NAVMETOCCOM capabilities and Theater Security Cooperation (TSC) initiatives and activities.

- This is a Key Security Cooperation Workforce (SCW) position and requires a DoD SCW Certification. Selectee must obtain and maintain certification within prescribed timeframes. SCW level required: SC4I2/Practitioner Level.
Qualifications
To qualify for the PROGRAM ANALYST, GS-0343-13 position, your resume must demonstrate at least one year (52 weeks) of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:
Experience translating Strategic Plans into actionable outcomes-driven activities with international partners.
Experience with and knowledge of DoD and DoN foreign disclosure policies.
Experience with and knowledge of the theories, principles and practices of the physical sciences, specifically oceanography, meteorology, precise time and astrometry, and geospatial information and services (GI&S).
Experience with naval oceanography, meteorology, precise time and astrometry, and GI&S capabilities to deal with international and DoD disclosure processes and procedures.
Experience with and knowledge of the Naval Oceanography organization and it missions and applications in the areas of meteorology, oceanography, hydrography, precise time, and training as well as our support for military exercises, operations and delivery methods; and in support of the warfare areas of antisubmarine warfare (ASW), mine warfare (MIW), expeditionary warfare, and fleet support.

To qualify for the PROGRAM ANALYST, GS-0343-12 position, your resume must demonstrate at least one year (52 weeks) of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:
Experience coordinating with multiple stakeholders from internal and external organizations through written and oral means.
Experience with coordinate information from diverse sources to assist in the development, implementation, and assessment of policies, plan official foreign visits and functions, and ensure the proper handling of the sensitive aspects of foreign engagement.
Experience with financial and personal data associated with approved Foreign Military Sales cases or foreign student participation in International Military Education and Training.
Experience with and knowledge of the DoD SPAN system specifically required for foreign visits and disclosure documentation.
Experience with and knowledge of DoD and DoN foreign disclosure policies.
