The incumbent serves as the Cultural Resources Division Manager for the Northeast Region, National Park Service. The position serves as the principal advisor to the Regional Director on cultural resources and provides assistance in the protection of resources. The incumbent directs programs led by professional staff in archeology, history, cultural landscapes, tribal and cultural affairs, heritage areas, and museum collections and works both internally with parks and externally with partners

Duties

The manager plans, organizes, directs, implements, and oversees the leadership and management of a complex, interconnected and intricate, region-wide program of cultural resource management activities and services related to sensitive issues that may impact a wide variety of park and regional resources. Establishes programs to include: Archeology, History, Cultural Landscapes, Tribal and Cultural Affairs, Heritage Areas, and Museum Services. Multiple programs include both internal (park-oriented), and external (general public-oriented) components. Manages short and long range planning activities that include multi-year work plans that are the products of subordinate organizational projects/programs. Develops strategies for maintaining appropriate performance levels in support of Bureau management initiatives. Probationary Period: If you are a new employee or supervisor in the Federal government, you will be required to complete a one-year probationary period.

Qualifications

All qualifications must be met by the closing date of this announcement-08/20/2024-unless otherwise stated in this vacancy announcement. Credit will be given for all appropriate qualifying experience. For current Federal employees, if hours worked per week are not included on your resume, you must submit a non-award SF-50 for each federal position listed as part of your application to be used to validate your work schedule and determine the amount of qualifying experience that you will be granted. An award SF-50 will not be acceptable documentation for which to consider your amount of qualifying experience. For all other applicants who are not current federal employees, your resume must state either "full-time" (or "40 hours a week") or "part-time" with the number of hours worked per week to ensure proper crediting of specialized experience. Failure to adequately provide information needed to determine number of hours worked in each position may result in that time not being credited when evaluating qualifying experience. For periods of time that reflect military service, the DD-214 or Statement of Service is sufficient to meet the full and/or part-time hours requirement as the service dates will be reflected. To qualify for this position at the GS-14 grade level, you must possess the following minimum qualifications by close of the announcement: EXPERIENCE: I have at least one year of specialized experience equivalent to the GS-13 level in the Federal Service providing leadership and direction for the strategic planning, management and operation of Cultural Resource programs which includes: Overseeing the development of short and long term goals and work plans; Directing functional programs in order to provide support to parks, partners and managers; Managing parks or public lands which includes making key operational decisions regarding budget, personnel and programs; Evaluating the effectiveness of individual activities and program operations; Serving as principle advisor and consultant Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
