Duties
This position is for the Deputy State Director (Program Manager), Minerals. The incumbent is a principal advisor to the State and Associate State Director and is responsible for managing all phases and related activities for solid, saleable, locatable, and leasable mineral programs as well as Geographic Information Systems (GIS), and Information Technology (IT) Application Development for the Bureau of Land Management (BLM), New Mexico, Texas, Oklahoma, and Kansas organization. The function of the Division of Minerals is to develop policy, procedures, and guidelines for programs under the minerals directorate. The Division provides professional and technical assistance to Field Offices, and other State Offices, coordinates programs under its operation between BLM headquarters and other BLM state and field offices as well as with other federal and state agencies. The Deputy State Director (Program Manager) directly supervises five branch chiefs (GIS, IT Application Development, Minerals, Reservoir Management and Helium Resources and several specialists (e.g. leasing).
Provides leadership on a variety of major management issues (e.g. workforce planning, budget, allocation of resources, etc.).
Work with colleagues, subordinates, upper management and external parties to gather information for the design and implementation of new and innovative high-level initiatives and strategies.
Manage change in administrative policies and strategies and conveying those changes to a wide range of colleagues and customers with diverse and conflicting needs and expectations.
Consult with key managers and stakeholders to ensure that all alternatives are identified and discussed.
Plan, coordinate, and oversee major federal mineral initiatives or projects to develop and implement new systems and/or processes that may have Bureau/Department-wide use and implications.

- You cannot hold an active real estate license, nor can you have an interest or hold stocks in firms with interest in Federal Lands.
- If you are a new supervisor in the Federal government, you will be required to complete a one-year probationary period.
- Selectee will be required to participate in the Direct Deposit Electronics Funds Transfer Program.
- You will be required to obtain and maintain a valid state driver's license.
- You will be required to complete a Confidential Financial Disclosure Report, OGE-450 on an annual basis.
- You may be required to travel overnight away from home up to 5 nights per month. You must obtain a government charge card for travel purposes.

MINIMUM QUALIFICATIONS: To be considered minimally qualified for this position, you must demonstrate that you have the required specialized experience for the respective grade level in which you are applying:
Specialized Experience-GS-14: Applicants must have one full year of specialized experience comparable in scope and responsibility to the GS-13 grade level in the Federal service (obtained either in the private or public sectors) performing the following: (1) developing program goals, policies, processes, or recommendations for improvement; (2) managing areas of strategic and workplace planning, budget formulation, or quality improvement initiatives; (3) developing recommendations to resolve or remove barriers towards achieving goals; (4) coordinating with internal and external stakeholders to assess feasibility of administrative systems.
