The primary purpose of this position is: To manage the installation's Records and Information Management (RIM) program. The work involves the creation, dissemination, research, storage and disposition of Federal records. RIM Specialists formulate policy, perform strategic analysis/planning, and ensure information governance and accountability measures are in place in.
Duties
Manages the installation's Records and Information Management (RIM) program. Administers the organization's RIM program to align with the agency's business and mission needs.
Manages the RIM training program: Establishes and conducts formal and/or informal training for installation personnel on maintenance of records, file plans, electronic records management, and any other area of records management deemed necessary. Such training may include train-the-trainer instructions, initial orientation, Records Custodial training, FARM training, Workshop Manager, and Functional systems Administrator training, and specialized training that include action officers, and individual user training.
Manages the operation of the base records staging area centralized destruction facility. Receives and stores all installation's inactive records to include unclassified or sensitive records.
Represents Records and Information management to a variety of installation and/or tenant organizations. Establishes, develops, and maintains effective working relationships across the installation to include tenant organizations.

Qualifications
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions.
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-08, or equivalent in other pay systems. Examples of specialized experience includes working the Record and Information Management Program, applying Federal and Public Laws/Executive Orders/DOD Directives/Air Force Instructions, and National Archives and Records Administration guidelines and polices governing life-cycle management of records to include electronic records and information. In addition, knowledge of RIM principles, policies and guidance to operate storage/staging facility and conduct staff assistance visits and skill operating system software, database concepts, and peripheral storage devices associated with management installation RIM program.

EDUCATION: Successfully completed a master's or equivalent graduate degree or 2 full years of progressively higher-level graduate education leading to such a degree or LL. B or J.D. in a field which demonstrates the knowledge, skills, and abilities necessary to perform the work of the position. NOTE: You must submit copies of your college transcripts.
OR
COMBINATION OF EXPERIENCE AND EDUCATION: Less than the full amount of specialized experience described in the job opportunity announcement; however and have at least one year of progressively higher level graduate education, but have not obtained a master's or equivalent graduate degree. Therefore, have a combination of experience and education. NOTE: You must submit a copy of transcripts.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-07 level is required to meet the time-in-grade requirements for the GS-09 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
Knowledge of the Record and Information Management Program, applicable Federal and Public Laws/Executive Orders/DOD Directives/Air Force Instructions, and National Archives and Records Administration guidelines and polices governing life-cycle management of records to include electronic records and information.
Knowledge of RIM principles, policies, and guidance to operate storage/staging facility and conduct staff assistance visits.
Skill to use operating system software, database concepts, and peripheral storage devices associated with management installation RIM program.
Ability to communicate effectively, both orally and in writing.
Ability to establish, conduct and provide RIM training.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

ACTIVE DUTY SERVICE MEMBERS: The VOW Act requires federal agencies to treat an eligible active duty service member as a veteran, disabled veteran, and preference eligible (as applicable) when applying for civil service positions before the effective release or discharge date. Appointment of military members before the release or discharge date is permissible if the member is on terminal leave. At the time the active duty member applies for a civil position, he or she must submit a "certification" memo in lieu of a DD-Form 214,
Certificate of Release or Discharge from Active Duty. Active duty members applying for a civil service position without submitting a valid certification memo or DD-Form 214 with their application will render the member ineligible for the position.
