Duties

WHAT IS THE TAX-EXEMPT GOVERNMENT ENTITIES DIVISION? A description of the business units can be found at: https://www.jobs.irs.gov/about/who/business-divisions Vacancies will be filled in the following specialty areas: Tax Exempt and Government Entities Employee Plans, Rulings and Agreement, Determinations, Area 1 (Group 7527) The following are the duties of this position at the full working level: Conducts studies and analyses to evaluate the effectiveness and efficiency of Tax Exempt and Government Entities programs and services. Provides program management and analysis on a variety of critical TE/GE initiatives as necessary to enhance efficiency and productivity. Prepares directives, issuances, memoranda, policy statements, and other written work products and provides recommendations for program improvements. Collects, analyzes, benchmarks, and consolidates data and reports prepared by others to independently determine impact on program resources, effectiveness, and compliance with established goals and objectives. Performs a variety of analytical duties, including qualitative and quantitative studies, to include assessing and summarizing data, deviations and identifying problem areas.

Qualifications

Federal experience is not required. The experience may have been gained in the public sector, private sector or Volunteer Service. One year of experience refers to full-time work; part-timework is considered on a prorated basis. You must meet the following requirements by the closing date of this announcement: SPECIALIZED EXPERIENCE GS-13 LEVEL: You must have at least one year of specialized experience in tax-exempt organizations at a level of difficulty and responsibility equivalent to the GS-12 in the Federal service. Specialized experience for this position includes: Experience to gather, assemble and analyze facts, draw conclusions, conduct analysis, devise recommended solutions, and package the entire process in briefings, papers, or reports suitable for management and use in decision making. Experience to accomplish complex studies requiring application of advanced analytical and statistical methods and techniques, requiring innovation, skill in evaluating and presenting findings and divergent opinions, and defining and describing feasible options, including the consequences of their adoption, relating to the effectiveness and efficiency of TE/GE programs. Experience with TE/GE organization, procedures, practices, systems, and program objectives to develop long and short-term program plans. Ability to work effectively with other functions within the organization. Experience with a wide range of concepts, practices, regulations, policies, and precedents associated with TE/GE programs to provide authoritative technical and consultative services on complex program problems and issues that are shared with management and executive leadership to assist in driving business decisions across the organization. Experience with diverse programs to solve difficult and obscure problems in agreements, develop new approaches for use by the organization and to negotiate with all interested parties on other areas of collaboration. Experience to serve as a program lead and knowledge of project management tools and techniques to evaluate the viability of a project, organize work, set priorities, determine resource requirements; determine short- and long-term goals, closeout, and evaluate Service wide large scale initiatives, projects, and studies. Experience with TE/GE policy relative to assigned taxpayer service, taxpayer issue identification/resolution, tax enforcement, technology and workforce planning, training and development program/activity and serve as the organization's resident expert/liaison in the assigned programs. Experience networking and relationship building to develop and maintain effective relationships with managers and employees at all levels of the organization and with taxpayers or taxpayer representatives. Experience with communicating, listening, and fostering dialogue with upper management, peers, and customers. Ability to inform, influence, negotiate, and persuade in the overall accomplishment of program objectives and effective problem solving. AND MEET TIME IN GRADE (TIG) REQUIREMENT: You must meet applicable TIG requirements to be considered eligible. To meet TIG for positions above the GS-05 grade level, you must have served at least one year (52 weeks) at the next lower grade (or equivalent) in the normal line of progression for the position you are applying to. Advancement to positions up to GS-05 is permitted if the position to be filled is no more than two grades above the lowest grade held within the preceding 52 weeks. AND TIME AFTER COMPETITIVE APPOINTMENT: By the closing date (or if this is an open continuous announcement, by the cut-off date) specified in this job announcement, current civilian employees must have completed at least 90 days of federal civilian service since their latest non-temporary appointment from a competitive referral certificate, known as time after competitive appointment. Education

A copy of your transcripts or equivalent documentation is required for positions with an education requirement, or if you are qualifying based on education or a combination of education and experience. An official transcript will be required if you are selected. If the position has specific education requirements and you currently hold, or have previously held, a position in the same job series with the IRS, there is no need to submit a transcript or equivalent at this time. Applicants are encouraged, but are not required, to submit an SF-50 documenting experience in a specific series. A college or university degree generally must be from an accredited (or pre-accredited) college or university recognized by the U.S. Department of Education. You must show proof the education credentials have been deemed to be at least equivalent to that gained in conventional U.S. education program.
