This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service. About the Position:This is an Engineering Technician (Civil) GS-0802-05/06/07/08/09 position for the U.S. Army Corps of Engineers (USACE) Southwestern Division, Tulsa District and located in Truscott, TX Management may fill at any grade level.

Duties

Perform a variety of work involving the preparation of portions and complete technical specifications and modifications for various civil work projects. Prepare numerous pre-advertising documents required for the official contract file. Utilize current computer software available to edit and develop new specifications to ensure proper formatting, updated reference publications and minimizing errors. Prepare portions and complete amendments to advertised construction solicitations. Confer with in-house designers in assigned discipline to provide assistance and specialized guidance in the preparation of project specifications and to resolve conflicts between the plans and specifications.

  • Must obtain and maintain a valid state Driver's License in one of the 50 U.S. states or possessions to operate vehicles.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Specialized Experience: Specialized Experience for GS-05: One year of specialized experience which includes: 1) Extract data from a variety of sources; AND 2) Input information in automated systems. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-04). OR Education: Four year course of study leading to a bachelor's degree (a) with major study in an appropriate field of engineering, construction, or industrial technology; OR(b) that included at least 24 semester hours in any combination of courses such as engineering, engineering or industrial technology, construction, physics, drafting, surveying, physical science, or mathematics. (Note: You must attach a copy of your transcripts.) OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide your semester hours of education beyond two years (total semester hours minus 60) by 60. Add the two percentages. Specialized Experience for GS-06: One year of specialized experience which includes: 1) Interpret plans and/or specifications; AND 2) Recognize inconsistencies or other deficiencies in technical data. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-05). OR Education: A half year (i.e., 9 semester hours) of graduate level education in a field directly related to the work of the position, such as engineering, engineering or industrial technology, construction, physics, drafting, surveying, physical science, or mathematics. (Note: You must attach a copy of your transcripts.) OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) by 9. Add the two percentages. Specialized Experience for GS-07: One year of specialized experience which includes: 1) Reviewing portions of specifications covering civil engineering features of various civil work projects; AND 2) Evaluating contract designs to ensure accuracy and conformance with construction specifications. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-06). OR Education: One full year of graduate level education in a field directly related to the work of the position, such as engineering, engineering or industrial technology, construction, physics, drafting, surveying, physical science, or mathematics. (Note: You must attach a copy of your transcripts.) OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) by 18. Add the two percentages. Specialized Experience for GS-08: One year of specialized experience which includes: 1) Assists in preparing contracts or specifications; AND 2) Assemble final specifications for submission to printing firm. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-07). OR Education: One and a half years of graduate level education in a field directly related to the work of the position, such as engineering, engineering or industrial technology, construction, physics, drafting, surveying, physical science, or mathematics. (Note: You must attach a copy of your transcripts.) OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the first year (total semester hours minus 18) by 9. Add the two percentages. Specialized Experience for GS-09: One year of specialized experience which includes: 1) Conducting field surveys AND 2) Preparing contracts and specifications, AND 3) Reviewing design criteria for maintenance and construction projects. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-08). OR Education: Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree in a field directly related to the work of the position, such as engineering, engineering or industrial technology, construction, physics, drafting, surveying, physical science, or mathematics. (Note: You must attach a copy of your transcripts.) OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the first year (total graduate semester hours minus 18) by 18. Add the two percentages.

Education
