The purpose of this position is to serve as the Combat Development Activities (CDA) program budget/program analyst in the Air Force Special Operations Command (AFSOC) HQ Financial Management and Comptroller Directorate, resolving complex problems, developing and revising processes and procedures, and performing a variety of functions involving the formulation, execution, and/or analysis of the Command's funding for substantive programs and support activities.

Duties

1. Performs budget execution and administration work involving monitoring current year and prior year obligations incurred and the actual expenditures of budgets with different sources and types of funding. 2. Plans, performs programming and budget formulation, justification or work involving preparation of detailed analyses of annual and/or multi-year program and budget estimates for the CDA program and other assigned programs into a consolidated budget request. 3. Performs program and budget impact analyses of programmatic adjustments to future budget years in the FYDP (Future Years Defense Program). 4. Provides advice, assistance, and guidance on program and budget policy and related information. 5. Uses automated programming and budgetary system(s) and computer-generated products in accomplishing assignments.

  • Knowledge of and experience with the Defense Travel System (DTS) and Wide Area Work Flow (WAWF) is desired

  • This is a Financial Management Level 2 Certified position IAW the National Defense Authorization Act (NDAA) 2012, Public Law 112-81, Subtitle F-Financial Management, Section 1599d
  • Must exhibit a high degree of judgment, resourcefulness, originality, and the ability to foresee the impact of changing funding levels
  • Position is designated Special Sensitive - must be able to obtain and maintain a Top Secret Security Clearance with access to Sensitive Compartmented Information (SCI)
  • A non-disclosure agreement must be signed
  • This position has been designated by the Air Force as a Testing Designated Position under the AF Civilian Drug Demand Reduction Program. Employee must pass initial and periodic short notice drug testing
  • The employee may occasionally be required to travel away from duty station on military or commercial aircraft. This position requires both occasional foreign and domestic travel

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-12, or equivalent in other pay systems. Examples of specialized experience includes thorough knowledge of the Federal budget process and the DoD Planning, Programming, Budgeting and Execution System (PPBES) with expert knowledge of budget execution and fiscal law is required to serve as senior budget analyst and advisor to the Chief of Budget Execution on financial matters pertaining to budget execution and financial management. Knowledge and skill in analyzing budgetary relationships and developing recommendations for budgetary actions (e.g. requesting allotments or reprogramming funds) under conditions of time pressure and uncertainty due to short and rapidly changing program and budgetary deadlines and objectives; gaps and conflicts in program and budgetary information; lack of predictive data; conflicting program and budgetary objectives; and changing guidelines for the work. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Comprehensive knowledge of the Federal budget process and the DoD Planning, Programming, Budgeting and Execution System (PPBES) with knowledge of budget execution and fiscal law is required to serve as budget analyst and advisor on financial matters pertaining to budget execution and financial management. 2. Comprehensive knowledge of the concepts, principles, practices, laws, and regulations which govern appropriated funds operations is required to plan, develop, coordinate, execute and evaluate the integration of all phases of the budgetary process and to formulate and implement effective and efficient budgetary plans, programs, and policies. 3. Comprehensive knowledge of AFSOC, USSOCOM, and DoD missions, functions, programs and history necessary to formulate, justify, and execute a budget to support short and long range program goals and objectives. 4. Knowledge and skill to apply budget concepts, methods, and techniques to perform cost analysis, execute funds, and perform financial management for assigned programs, and compile narrative and statistical data to prepare reports and presentations for status of funds. 5. Knowledge of and experience with missions, functions, goals, objectives, work processes of sensitive activities within the Intelligence community as well as Military Intelligence Program funds. 6. Ability to communicate effectively both orally and in writing to justify, defend, present and/or advise on budgetary processes, actions, and statuses. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
