The primary purpose of this position is to provide military pay and personnel support services to all U.S. Navy personnel and personnel services to civilians, and other military sponsored personnel assigned in specified geographic areas.
Duties
1. Researches, audits, and makes pay adjustments involving a variety of complicated legal pay issues (general court marshals, special court marshals, CA actions etc).
2. Determines, processes and tracks legal travel orders and pay entitlements.
3. Determines, processes, and follows-up on a wide variety of active duty and reserve pay entitlement actions that require carrying out numerous different and unrelated procedures.
4. Supports military personnel programs.
Requirements
- Must be able to obtain and maintain DEERS verifying official certification
- Legal clerk ability in analyzing present facts and the ability to plan, organize and meet extreme time sensitive deadlines is highly desired
- This is a Financial Management Level 1 Certified position IAW the National Defense Authorization Act (NDAA) 2012, Public Law 112-81, Subtitle F-Financial Management, Section 1599d

Qualifications
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Clerical and Administrative Support Positions.
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-05, or equivalent in other pay systems. Examples of specialized experience includes in-depth knowledge of and skill in applying broad knowledge of military pay/personnel rules, laws, regulations, procedures, and precedents relating to military programs sufficient to resolve complicated pay and legal pay problems and/or to determine and process a full range of military pay transactions and reconstruct pay records. Knowledge of computerized military pay systems sufficient to process military pay actions for active duty, incarcerated, reservists, retired service members, and/or annuitants.

EDUCATION: I have successfully completed one year of graduate level education in a field directly related which demonstrates the knowledge, skills, and abilities necessary to do the work of the position. NOTE: You must submit a copy of your transcripts.

FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-05 level is required to meet the time-in-grade requirements for the GS-06 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Knowledge of a large body of rules, regulations, laws, and procedures for one or more military pay specializations; the data system(s) used to support military pay action and federal debt collection and incarceration rules and regulations sufficient to compute, audit and process a variety of requests and corrections for military pay/ personnel actions.
2. Knowledge of a standardized body of military personnel regulations and procedures relating to military assignments, confinement, separations and retirements, testing, passports, and of the format, content, and uses of the military personnel records and the procedures and requirements regarding their maintenance sufficient to process a variety of requests for personnel action.
3. Knowledge of basic military organizational structure, protocol, and similar matters; AND Knowledge of procedures and rules concerning travel orders processing for transfers, leaves and discharges as well as comprehensive financial and accounting processes and procedures.
4. Knowledge of the military pay/personnel automated systems and various office automation hardware, software
programs, tools, and techniques to support office operations and produce a variety of documents such as letters, reports,
spreadsheets,.
5. Ability to communicate effectively, orally and in writing, and maintain effective work relationships.
6. Ability to interpret/analyze/apply regulations and procedures related to military pay.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
