This position is with the Bureau of Indian Affairs, Office of Justice Services, District 8 - Law Enforcement. The incumbent will be responsible for supporting operations and administrative policies, procedures, systems, programs and areas such as: accounting management, budget, acquisition/procurement, property and personnel management.
Duties
Plans, develops and conducts program analysis of law enforcement functions and operations that concern human and financial resources, equipment, and material resources of current or projected operating programs.
Develops, maintains, and monitors integrated reporting system(s) affecting programs within the OJS functions and operations, such as budget guidance, submissions, allocations, obligation targets, etc.
Responsible for requisitioning supplies and equipment, equipment care, use of government vehicles, utilities and other expenditures for the unit.
Assisting in organizing, developing, and establishing periodic meetings with state, local, and federal agencies to assure proper coordination and cooperation that results in the best possible delivery of law enforcement services to Indian country.
Acts as a liaison or handles the communication with persons and/or groups within and outside the unit.
Manages and/or prepares responses to correspondence; manages a wide variety of correspondence from within and outside of the unit.
Researches information pertaining to a particular type of criminal activity or crime, compiling local statistics and requesting information from other law enforcement programs to evaluate effectiveness
Forecasts and estimates program requirements and prepares programmatic reports, justifications, charts, graphs, statistical and narrative data, etc. for top-level presentations and briefings.

Qualifications
To qualify for the GS-9:
You must have one year specialized experience at the GS-7 grade level or equivalent performing the following: making travel arrangements and/or preparing travel vouchers; reconciling charge cards statements; requisitioning supplies; managing property inventory; preparing and presenting data in report format.
OR
Education: 2 years of progressively higher level graduate education leading to a master's degree or master's or equivalent graduate degree or a LL.B or J.D., in a related field of study.
OR
A combination of specialized experience and education that totals 100% of the experience requirement.
To qualify for the GS-11:
In addition to meeting the specialized experience for the lower grade level, you must have one year specialized experience at the GS-9 grade level or equivalent performing the following: managing financial, acquisitions, budget, or operations data for an office; conducting research, compiling information from other sources, preparing justifications and estimates for program requirements; and analyzing statistical/programmatic data and preparing it for presentations.
OR
Education: 3 full academic years of progressively higher level graduate education or a Ph.D. or equivalent doctoral degree ora L.L.M. in a related field of study.
OR
A combination of specialized experience and education that totals 100% of the experience requirement.

Merit Promotion candidates must also meet time-in-grade requirements by the announcement closing date.

If you cannot obtain your graduate school's definition of one year of graduate study, 18 semester hours (or 27 quarter hours) should be considered as satisfying the requirement for one year of full-time graduate study.
