NASA OIG's Office of Data Analytics (ODA) provides analytic consultation, data services, and develops data products to support audits, investigations, and management and planning functions. ODA's Audit Insight Team (AIT) partners with OIG's Office of Audit (OA) to develop data products and automation solutions, and provide a broad variety of analytic services to support OA. AIT rapidly disseminates critical information to decision makers to detect and deter fraud, waste, and abuse.

Duties

As a Data Scientist at the GS-14 grade level, your responsibilities and work assignments may include, but are not limited to the following: Leads the Audit Insight Team, including recurring project management, administrative duties, quality control, and maintaining standard operating procedures. Responsible for providing data analytic support to NASA OIG Office of Audit, including developing and maintaining data products and analytic models. Data products may include dashboards, reports, and/or small applications. Support may include audit planning and staffing. Serves as embedded data specialist for multiple audit projects. Provides statistical, survey, and research methodologist support to the Office of Audits (OA), including serving as a liaison with ODA statisticians and research methodologists, as needed. Leads automation efforts, inclusive of process and data automation. Serves as liaison with IT specialists and Data Engineers, as needed. Contributes to ODA leadership responsibilities, including staffing and performance management. May work on other analytic projects supporting NASA OIG, outside the scope of the Audit Insight Team. Communicates data analytic methods and results in understandable language to a variety of audiences, including non-technical audiences. Supports documentation, report writing (e.g., audit report sections), presentations, and/or provides training for various customers, including ODA, Office of Audit, NASA OIG, and other partners/stakeholders. Contributes to Council of the Inspectors General on Integrity and Efficiency (CIGIE) working groups and initiatives.

Qualifications

You must meet both the Basic Requirement and the Specialized Experience to qualify for this series as described below. See below and Education section for the Basic Requirement. In addition to meeting the education requirement you must also meet the specialized experience requirement below. Basic Requirement: A. Degree: Mathematics, statistics, computer science, data science or field directly related to the position. The degree must be in a major field of study (at least at the baccalaureate level) that is appropriate for the position. OR B. Combination of education and experience: Courses equivalent to a major field of study (30 semester hours) as shown in paragraph A above, plus additional education or appropriate experience. AND Specialized experience is experience that has equipped you with the particular ability, skill, and knowledge to successfully perform the duties of this position and is typically in or related to this line of work. In addition to the Basic Requirement, to qualify for GS-14, you must have one year of directly related specialized experience equivalent to the GS-13 level: Experience applying statistical methods (such as sampling, experimental design, survey research, or forecasting). Experience using data mining methods (such as clustering, data visualization, or other exploratory data analysis techniques). Experience with structured and unstructured data. Experience applying a range of analytic methods, including (but not limited to) machine learning, regression analysis, network analysis, optimization modeling, text analytics, natural language processing, complex adaptive systems, and/or deep learning. Experience coding in various programming languages (such as R, Python, SQL, or similar). Experience with dashboard development (such as PowerBI, Tableau, or similar). Experience working with different datastores and architectures (such as MySQL, AWS, PostgreSQL, or open-source databases). Experience supporting data engineering (such as building data pipelines, monitoring data quality, or automating data cleaning). Note: Multiple selections may be made from this announcement. Have a combination of education and experience equivalent to a major field of study (30 semester hours) equivalent to one of the majors shown above, plus additional education or appropriate experience.
