The primary purpose of this position is to to provide full performance level masonry, carpentry, and painting work in constructing, installing, maintaining, repairing, and modifying structures and items requiring close tolerance fit, structural soundness, fine finishes, and decorative effects.

Duties

Performs masonry tasks involved in the maintenance, repair, alteration, and construction of interior and exterior surfaces and structures. Independently applies skilled methods, techniques, and advanced shop mathematics to construct, install, repair, and modify a wide variety of structures. Applies skilled methods and techniques in paint preparation and coating applications in various surfaces of interior and exterior components of buildings and other structures by mechanically and chemically removing old paint and rust, filling cracks, sanding, and applying fillers and base coats. Assists in repairing and installing roofs consisting of asphalt, tile, slate, roll roofing, felts, and shingles. Utilizes safety practices and procedures following established safety rules and regulations and maintains a safe and clean work environment. Uses and maintains tools.

• This is a drug testing designated position. The incumbent is subject to random testing for drug use

Qualifications

QUALIFICATIONS: Applicants will be rated in accordance with the OPM Qualification Standard Handbook X-118C for the WG-3600 Structural And Finishing Work Family, MASON (CARPENTER). Although a specific length of time and experience is not required for most blue-collar positions, you must meet any screen-out element listed, and show through experience and training that you possess the quality level of knowledge and skill necessary to perform the duties of the position at the level for which you are applying. Qualification requirements emphasis is on the quality of experience, not necessarily the length of time. The screen out element for this position is ability to do the work of a MASON (CARPENTER) without more than normal supervision JOB ELEMENTS: Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of masonry techniques when using brick, block, and stone; and carpentry methods and techniques, and precision carpentry equipment. 2. Knowledge of safety regulations, practices, and procedures; regulations, procedures, and policies related to records maintenance and documentation; and current federal, state, and local regulations pertaining to hazardous waste management. Knowledge of advanced shop mathematics to plan, compute, and lay out more complex and exact projects. 3. Knowledge of the methods and procedures involved in the installation of new roofing materials and the repair of leaky roofing, accepted surface preparation and coating methods and techniques including special finishing techniques; and paints and thinning additives. 4. Skill in using, setting-up, operating, and maintaining a variety of painting, roofing, masonry, and woodworking power and hand tools/equipment; constructing, installing, repairing, and modifying wood structures; producing finished products with precise fits, accurate dimensions, and acceptable appearance; and tinting, toning, matching, and blending coating materials. 5. Ability to interpret complex instructions, sketches, blueprints, and building codes; and read and apply directions that relate to the use and application of various task. 6. Ability to inspect and evaluate structural damage to plan and accomplish repairs; produce finished products with precise fits, accurate dimensions, structural soundness, and acceptable appearance. Working Conditions Works inside shops and outside at job sites. In shops, is exposed to moderate or high noise levels from operating machinery, sawdust in the air, fumes, and hazards associated with masonry, carpentry, painting, and roofing trades. At job sites, may be exposed to weather conditions and hazards of working on and around scaffolds and ladders and are subject to cuts, bruises, and contusions; may occasionally be exposed to the possibility of broken bones. May work in confined areas, such as crawl spaces and attics that may be dusty and dirty. Working with asphalt results in exposure to unusually dirty conditions (permanent damage to clothes and shoes) and burns from hot asphalt. Uses protective devices, such as ear plugs, safety glasses, respirators, safety shoes, hard hats, coveralls, gloves, rain gear, and other protective gear are required, which are sometimes heavy and uncomfortable. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment.
