This position is in the Department of Veterans Affairs, Carl Vinson VA Medical Center in Dublin, GA within the Education Service Line. The incumbent serves as a developmental "Education Program Specialist" and is assigned to the Employee Education Service and under the direction of the Education Service supervisor at the Carl Vinson VA Medical Center. The incumbent functions as a critical resource for employees, trainees, and to the leadership on broad range of educational topics.

Duties

The incumbent serves as a specialist in instructional assessment, analysis, design, implementation, and program evaluation for technology systems in use by customers (employees, and affiliate students) of the Carl Vinson V AMC. The Education Program Specialist directly reports to the Chief of Education within the education service line. The Education Program Specialist advertises and coordinates training and communicates effectively with various service lines throughout the Medical Center and community-based outpatient clinics (CBOC's). Duties assigned but not limited to: The incumbent must have a sound knowledge of adult instructional theory and methodology as well as VHA related software programs, databases, and procedures for administrative services. Collaborates closely with informatics, Information Technology division and Human Resource Management to foster employee development, identify computer related educational needs and maintain knowledge of the latest program modifications and enhancements. Assist CVV AMC service associated education administrators, instructors, employees, and supervisory personnel with web based intra and internet applications, Training Management Systems (TMS). The Education Program Specialist evaluates the impact of programs, seeks to understand outcomes, records associated workload and contributes to program revisions based on their understanding various methods of evaluation of educational and training assessment data in relation to adult learning theories and methodologies. Preferred Experience: Knowledge in instructional assessment, analysis, design, implementation and program evaluation for technology systems in use by customers. Proficiently advertises and coordinates training and communicates effectively with various service lines. Must have a sound knowledge of adult instructional theory and methodology as well as VHA related software programs, databases, and procedures for administrative/educational services. Innovation is required and demonstrated through initiative to assume new responsibilities as situations arise. Expected to maintain updated knowledge through reading, experience and/or additional education. Able to design, coordinate, and instruct computer-based learning curriculum and programs, independent lessons and instructional guides that foster staff learning and independent use of VHA computer technology, software and programs. Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 08/15/2024. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-7 position you must have served 52 weeks at the GS-6. For a GS-9 position you must have served 52 weeks at the GS-8. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. This position have a Selective Placement Factor and must be met additional to time in grade, individual occupational requirement (IOR) and specialize experiences to qualify for this position: Basic Requirement and IOR for Education Program Specialist: (TRANSCRIPT REQUIRED) Degree: Bachelor's degree (or higher degree) that included or was supplemented by at least 24 semester hours in a field related to the work of the position, such as An Education or Teaching degree, of which at least 9 semester hours must have been in education courses. ~OR~ Combination of Education and Experience: At least 24 semester hours in a field related to the work of the position, such as an Education or Teaching degree, of which at least 9 semester hours must have been in education courses, plus appropriate experience or additional education. The experience must reflect the level and kind described below. ~OR~ Experience: Four years of experience that demonstrated a thorough understanding of the principles and practices underlying the work of this position. This experience must have been of such character and diversity to demonstrate that the applicant possesses an understanding of the field comparable to that normally acquired through successful completion of a full 4-year course of study in an accredited college or university. ~OR~ Teaching Experience: At least 1 full academic year of professional teaching experience. This experience is defined as full and primary responsibility, under general supervision, for instruction of assigned students in an accredited school or institution. This includes responsibility for preparing and presenting lessons and for evaluating students' progress, including a determination of the students' success or failure according to established criteria. In addition to meeting the basic and IOR requirement above, to qualify for this position you must also meet the qualification requirements listed below: You may qualify based on your experience and/or education as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-6 for GS-7 and GS-8 for GS-9 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Specialized experience which provided you with progressive work assignments in the education services series or performing the functions of counseling and education, career planning, testing and administration of day-to-day activities of the program. Experience establishing and maintaining effective working relationships with individuals and institutions having different interest. Experience which afforded you a wide exposure to educational materials at the secondary level and/or alternative adult education resources. Experience which demonstrates you can organize and develop clear and meaningful written communications such as reports and studies and have the ability to present ideas orally in a clear and convincing manner. OR, Education: For GS-7 Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have completion of 1 full year of graduate level education, or bachelor's degree with Superior academic Achievement. (TRANSCRIPT REQUIRED). OR, Education: For GS-9 Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have 2 years of progressively higher level graduate education leading to a master's degree or master's or equivalent graduate degree. (TRANSCRIPT REQUIRED). OR, Combination: Applicants may also combine education and experience to qualify at this level. A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. Must be prepared to accompany invited guests to any and all areas of the medical center in all weather conditions. Work Environment: Tasks are normally performed in offices, meeting rooms, classrooms, or similar settings involving everyday risks of discomforts.
