The Department of Energy's (DOE) Office of Energy Efficiency and Renewable Energy - Headquarters is looking for a dynamic, innovative, seasoned executive to serve as a Deputy Director over Procurement Services in the Golden Field Office. The Golden Field Office (GFO) is responsible for providing procurement and business support functions for the Office of Energy Efficiency and Renewable Energy (EERE).

Duties

As the Deputy Director (Procurement Services), Golden Field Office you will: Provide procurement leadership and support for implementation of EERE clean energy programs through administration of financial assistance funding opportunities and prizes targeted mainly towards industry and university funding recipients. Oversees all EERE support service acquisition and provides critical environmental, financial, regulatory, and contractual management support for EERE grants, cooperative agreements and contracts. Lead EERE's deployment and technology acceptance efforts through partnerships at the State and local level to remove barriers to the deployment of technologies and to support education and outreach activities that will increase the use of EERE technologies. In coordination with the Director, the Deputy Director is responsible for assuring that all of the missions and functions assigned to the Golden Field Office related to Financial Assistance, Procurement Compliance and Analysis, Acquisitions and Congressionally-Directed Spending Projects are carried out in an effective and efficient manner. Directs formulation and execution of strategic vision and plan for providing world-class financial assistance and contractual services to EERE programs and business units.

MANDATORY TECHNICAL QUALIFICATIONS (MTQs): As part of your application package, aseparate document must be uploaded addressing each MTQ listed below. Your leadership and management skills must be addressed in the MTQs listed below. MTQ 1: Describe your knowledge of a broad spectrum of federal laws, Executive orders, regulations, policies and other administrative issuances applicable to procurement, acquisition planning, management administration, financial assistance, property, contractor human resources, and management information systems. MTQ 2: Describe your knowledge of the principles and techniques of procurement and financial assistance and demonstrated senior-level management experience sufficient to plan, integrate, and manage systems in support of the Departmental activities. MTQ 3: Describe your ability to meet and deal effectively and persuasively with high level executives in government and the private sector in order to promote acceptance of Departmental policies and practices.
