The primary purpose of this position is to serve as a professional Operations Interior Design Project Officer and is responsible for the performance of work related to the design and construction of interior environments and space utilization to promote employee productivity, health, and welfare and /or the health and welfare of the public.
DUTIES:
GS-12/13
Performs planning and interior design work for substantial multi-phase new construction, renovations, and improvement projects for real property facilities, including utility systems, utilizing a professional knowledge of architecture.
Provides a high level of advice and assistance to Department of Air Force (DAF) customers on furniture, construction, and interior design concepts.
Manages projects for new construction, renovations, and improvements to real property facilities and maintains surveillance over construction contractors utilizing a professional knowledge of design to ensure overall compliance with contracted specifications, schedules, etc.
Plans, programs, budgets, and executes required projects in support of assigned programs and performs work in facilities operations and maintenance (O&M) functions.

- BA or BS degree in Interior Design or Architecture, or 7 years related experience is desired
- This position requires the employee to have the ability to discern colors, contrast, and depth
- Work may occasionally require travel away from the normal duty station on military or commercial aircraft
- Experienced in developing, modifying, and manipulating drawings in AutoCad or similar CADD program is desired
- Must be able to obtain and maintain a Secret Clearance
- A pre-employment physical examination will be required
Qualifications
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions, GS 1008 series.
GS-12
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-11, or equivalent in other pay systems. Examples of specialized experience includes expert knowledge of a wide range of concepts, principles, and procedures, and technical experience in facility construction, interior design, furniture, alteration and renovation which will enable the employee to provide technical advice and administrative expertise for the management of interior design, construction/alteration projects; Knowledge of construction/alteration matters in GSA, OSD and organizational policies, procedures, guidelines, and regulations, principles and practices applicable to the full range of duties concerned with construction/alteration within the leased space facilities.

SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-12, or equivalent in other pay systems. Examples of specialized experience includes mastery level of comprehensive, intensive, and practical knowledge of a wide range of concepts, principles, and procedures, and technical experience in facility construction, interior design, furniture, alteration, and renovation which will enable the employee to provide technical advice and administrative expertise for the management of interior design, construction/ alteration projects; knowledge of complex construction/alteration matters in GSA, OSD and organizational policies, procedures, guidelines, and regulations, principles, and practices applicable to the full range of duties concerned with construction/alteration within the leased space facilities.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible.
One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level.
One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level.
TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
GS-12
1. High degree of skill in construction project management with a masterly level knowledge of standard construction and interior design practice in accordance with GSA, OSD and Air-Force regulations and policies including a thorough knowledge of applicable building codes relating to interior design.
2. Expert knowledge of cost estimating procedures. Ability to interpret construction/design drawings, regulations and policies pertaining to construction and renovation. Expert knowledge of Air Force organizational structure and how it operates.
3. High degree of skill in basic computer word processing, database management, and Computer Aided Design and Drafting (CADD) programs and furniture manufactures lines and styles.
4. Ability to interpret construction/ design drawings, regulations, and policies, pertaining to construction and renovation.
5. Skilled in project management.
6. Ability to communicate effectively orally and in writing, to determine and set priorities based on organizational goals, and to work independently with minimal supervision.
GS-13
