The Security Clerk Gate Guard position oversees parking compliance and to coordinate safety and efficiency as it pertains to the regulatory practices of the parking structure located at the Cooper Division of the Lexington VA Medical Center. This position provides direction and assistance to Veterans, Employees, Visitors and Contractors upon their arrival to the Cooper Division parking structure. Conditions often involve periods of congestion, limited access, construction, and/or VIP visits.

This job opportunity announcement (JOA) will be used to fill one (1) full-time and permanent GS-0086-4 Security Clerk (Gate Guard) vacancy with the Police Service at the Lexington, KY Veteran Affairs Medical Center (VAMC).
Duties include, but not limited to:
Serve as the primary point of contact for all matters related to parking within the Lexington VA Medical Center, Cooper Division parking structure.
Identify parking shortages and seek alternative locations to alleviate congestion.
Ensure the parking structure is provided with adequate physical security to protect employees, patients, visitors and contractors.
Recommends changes in traffic patterns based on infrastructure limitations, congestion, projects and special events.
Develops tracking systems to track and monitor program effectiveness.
Prepares and/or conducts briefings, presentations and correspondence to inform leadership of parking and traffic issues.
Greet and direct Patients, Visitors, Employees and Contractors.
Coordinate with the Duty Supervisory Police Officer (Watch Commander) during parking shortages, or during special events to ensure that adequate police patrols are being conducted.
Provide advice to Facilities Management regarding signage, striping and lighting of the parking structures.
Assist those who cannot care for themselves due to health or condition by requesting assistance from internal clinical departments.
Extend information, direction, and courtesy to visitors, employees, and patients.
Identify and report hazardous situations to the police.
Facilitate the movement of vehicles and people.
Work Schedule: Monday - Friday 6:00am - 2:30pm

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 08/20/2024.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-4 position you must have served 52 weeks at the GS-3. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.
Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.

Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade (GS-3) in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to:

Knowledge of the concepts, principles, and practices of parking methodologies and traffic movement/control.
Knowledge of VA Handbook 0730, VA Police POI's and Medical Center Memorandums.
Knowledge of traffic control equipment and devices.
Ability to use personal initiative in carrying out recurring assignments independently without specific instructions about how to do the work or the precise methods to apply.
Knowledge of a variety of legal, procedural, and administrative conditions, such as: Federal and local laws, rules, and regulations; rights of citizens and others; procedures for issuing Courtesy Violations, and procedures for dealing with persons who live or work within the jurisdiction.
Ability to exercises judgment in making minor deviations from available guidelines according to the specific circumstances encountered at the scene of activity..

Physical Requirements: The work may require, on a regular and recurring basis, extended periods of time of standing or sitting, not to exceed 8 hours per day.
