About the Position: Join us at the United States Southern Command. We provide direct support to a four-star unified Combatant Commander, but are compact enough that our staff also works with senior leadership representatives of our inter-service, inter-agency and (public and private) international partner organizations. Our contribution to furthering our country's relationships with South and Central American nations and peoples are substantial.
Duties
Plans, develops, directs and administers a comprehensive human resource program for USSOUTHCOM with approximately
500 civilian personnel and a total strength of approximately 2500 personnel located CONUS and OCONUS.
Directs the Civilian Personnel Division through a staff of six human resource specialists performing the complete range of human resource management functions.
Serves as the Human Resources Officer with full responsibility of executing daily operations of the US Southern Command (USSOUTHCOM) Human Resources Management Program for civilians.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- This position requires incumbent to obtain and maintain a Secret security clearance.
- This position requires travel away from the duty station up to 20% of the time.

In order to qualify, you must meet the experience requirements described below. Specialized Experience: One year of specialized experience which includes experience applying a wide range of advanced Human Resources (HR) principles, theories, concepts, and practices, as well as seasoned consultative skills to provide management consultative service involving the full spectrum of HR functions (e.g., recruitment and placement, position classification, employee performance and employee relations). Experience rendering expert advisory service and/or authoritative policy interpretations on highly complex agency-wide or equivalent programs (e.g., reengineering and improving HR processes). Experience advising other senior HR staff and program managers and develop appropriate interventions for management on significant HR issues and concerns. Experience communicating, orally and in writing, to provide advisory services, convey a wide variety of information to diverse audiences in an understandable and acceptable manner, develop policies, procedures, prepare reports and present conclusions and recommendations. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-13).
