Duties

Develops news releases and feature articles describing Guard sponsored activities or events, presentation ceremonies, etc. Responds orally and in writing to requests for information from Guard members, member associations, external audiences or special interest groups. Evaluates local media programming on NG events, activities or communication campaigns to identify potential public relation issues with message content or format. Gathers data on public reaction to communication campaigns for analyses and evaluation. Prepares and disseminates news releases and feature articles to the media for print. Consults with the pertinent program specialist to obtain the latest information for use in news releases, radio spots, print articles, meetings and electronic broadcasts. Develops semi-technical written materials to educate a specific audience on the nature and purpose of the NG’s programs, policies and practices Develops positive working relationships with state and local government personnel, community or special interest groups or individuals desiring input on state level NG policy, practices or programs. Requirements

• National Guard Membership is required.
• This is an excepted service position that requires membership in a compatible military assignment in the National Guard.
• Selectee will be required to wear the military uniform.
• Acceptance of an excepted service position constitutes concurrence with these requirements as a condition of employment.
• Males born after 31 December 1959 must be registered for Selective Service.
• Federal employment suitability as determined by a background investigation.
• May be required to successfully complete a probationary period.
• Participation in direct deposit is mandatory.
• Must be able to obtain and maintain the appropriate security clearance of the position.
• This position is covered by the Domestic Violence Misdemeanor Amendment (30 Sep 96) of the Gun Control Act (Lautenberg Amendment) of 1968.

Qualifications

MILITARY GRADES: E3 through E7 GENERAL EXPERIENCE: Experience, education, or training in administrative, professional, investigative and/or technical work. Experience evaluating information and/or utilizing analytical skills to disseminate effective communication. Experience using computers and automation systems. GS 09 SPECIALIZED EXPERIENCE:At least 24 months experience, education, or training involving knowledge of writing, communication principles, methods and techniques that relate to the public affairs of an agency. Experience in applying and adapting knowledge of strictly controlled situations of an agency. Experience writing articles on routine events of non-controversial subjects. Experience responding timely and appropriately to requests for information concerning agency programs and services. Experience participating in meetings with specialized groups to listen to and understand feedback on agency programs that are of particular interest to public. GS 11 SPECIALIZED EXPERIENCE: Must have at least 36 months of experience, education, or training involving a thorough knowledge of writing and communication principles, methods and techniques that relate to public affairs of the military. Experience developing new information materials including news releases, fact sheets, brochures, booklets, broadcast spots, etc., that increase communication with the agency's audiences. Experience making on-the-spot presentations to audiences with opposing points of view or erroneous understanding of agency positions. Experience responding timely and appropriately to requests for information concerning agency programs and services. Must have at least 12 months of specialized experience equivalent to the next lower grade level. You may combine education with specialized experience to meet the length of experience requirement for GS-09 Such education must demonstrate the knowledge, skills, and abilities necessary to do the work.
