This position is located at the USAID Annex, 500 D Street, SW, Washington, DC, in the Bureau for Global Health, Office of HIV/AIDS, at the U.S. Agency for International Development (USAID).
Direct Hire Authority: This position is being filled using 5 U.S.C 3309-3318 or 5 CFR part 211 and part 337, subpart A, which is the OPM approved government-wide direct hire authority.
Duties
As a Deputy Director of HIV/AIDS, provide expert technical and clinical leadership, policy, and program guidance to USAID Pillar and Regional Bureaus, Missions, and interagency colleagues, working in the international HIV sector
Supervise senior members of the Office of HIV/AIDS in the execution of duties; oversees and adjudicates staff performance.
Provide leadership to set a tone for a respectful and inclusive environment that promotes diversity, equity, inclusion, and accessibility within the Office of HIV/AIDS, the Bureau for Global Health, and the Agency.
Externally represent USAID’s Office of HIV/AIDS to promote and advance USAID health, HIV, and development objectives and priorities, with the PEPFAR interagency, multilateral organizations, and other sector-specific networks and communities.
Communicate effectively (orally and in writing) about health, medicine, HIV, and development programs to a wide range of audiences, including those who have limited experience or understanding the topics.

BASIC REQUIREMENT(S):
Degree:Doctor of Medicine, Doctor of Osteopathic Medicine or equivalent from a school in the United States or Canada. This degree must have been accredited by the Council on Medical Education of the American Medical Association; Association of American Medical Colleges; Liaison Committee on Medical Education; Commission on Osteopathic College Accreditation of the American Osteopathic Association, or an accrediting body recognized by the U.S. Department of Education at the time the degree was obtained. Degree from Foreign Medical School:
A Doctor of Medicine or equivalent degree from a foreign medical school must provide education and medical knowledge equivalent to accredited schools in the United States. Evidence of equivalency to accredited schools in the United States is demonstrated by permanent certification by the Educational Commission for Foreign Medical Graduates, a fifth pathway certificate for Americans who completed premedical education in the United States and graduate education in a foreign country, or successful completion of the U.S. Medical Licensing Examination.
Licensure: For all grade levels and positions, applicants must possess a current, active, full, and unrestricted license or registration as a Physician from a State, the District of Columbia, the Commonwealth of Puerto Rico, or a territory of the United States.
Graduate Training: Subsequent to obtaining a Doctor of Medicine or Doctor of Osteopathic Medicine degree, a candidate must have had at least 1 year of supervised experience providing direct service in a clinical setting, i.e., a 1-year internship or the first year of a residency program in a hospital or an institution accredited for such training. For purposes of this standard, graduate training programs include only those internship, residency, and fellowship programs that are approved by accrediting bodies recognized within the United States or Canada. Descriptions of such programs are described below.
An internship program involves broadly based clinical practice in which physicians acquire experience in treating a variety of medical problems under supervision (e.g., internal medicine, surgery, general practice, obstetrics-gynecology, and pediatrics). Such programs are in hospitals or other institutions accredited for internship training by a recognized body of the Accreditation Council for Graduate Medical Education (ACGME).
A residency program involves training in a specialized field of medicine in a hospital or an institution accredited for training in the specialty by a recognized body of the American Medical Association, (AMA) or Accreditation Council for Graduate Medical Education (ACGME). A fellowship program involves advanced training (beyond residency training) in a given medical specialty in either a clinical or research setting in a hospital, or an institution accredited in the United States for such training. Applicants who meet the above Basic Requirements qualify for GS-11 (or equivalent) positions. In addition, to the Basic Requirements, you must also meet the Minimum Qualifications stated below-
Additional Requirements for Grades GS-15: Your resume must demonstrate at least one (1) year of specialized experience equivalent to at least the next lower grade level in the Federal service obtained in either the private or public sector performing the following type of work and/or tasks: for GS-15 - 5 years of graduate training in the specialty of the position to be filled or equivalent experience and training.
Specialized Experience: In addition to the basic requirement, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-14 level in the Federal service. One year of experience refers to full-time work; part-time work is considered on a prorated basis. Examples of qualifying specialized experience at the next lower level for this position includes: a) providing policy, strategic, and budget guidance supporting public health or HIV initiatives; b) serving as an expert on the most challenging operational issues related to HIV programming in low or lower middle income countries; c) leading diverse teams responding to international complex HIV or public health crises; AND d) participating in the development of short- and long-range planning efforts.
SELECTIVE PLACEMENT FACTOR: This position includes a Selective Placement Factor (skill, knowledge, ability or other worker characteristic basic to - and essential for - satisfactory performance of the job). Selective Placements Factors are a prerequisite to appointment and represent minimum requirements for a position. Applicants who do not meet it are ineligible for further consideration. The selective placement factor for this position is: Do you have demonstrable leadership expertise related to strategy and management of large-scale HIV programs, in low or lower-middle income countries?
