This position is part of the Defense Security Cooperation Agency. The incumbent will be responsible for serving as an Accountant within the Financial Reporting and Compliance division with responsibility for ensuring processes, procedures, and enabling IT and financial/accounting systems support the successful execution and reporting of Security Assistance (SA)/Security Cooperation (SC) programs in compliance with relevant legislation, policy, and industry best practice.

Duties

This position is being filled under the memorandum from the Under Secretary of Defense for Personnel and Readiness (USD(P&R)) "Expansion of Direct Hire Authority for Certain Personnel of the Department of Defense," (Direct Hire Auth 5 U.S.C. § 9905, 06/23/2023) As an Accountant at the GS-0510-14 some of your typical work assignments may include: Performs financial management and oversight on assigned Foreign Military Sales (FMS) country programs, providing timely analysis, advice, guidance, and information to U.S. and foreign partner stakeholders, and ensuring the solvency of assigned accounts. Analyzes, interprets, communicates, and provides recommendations to internal and external leadership and working-level stakeholders on complex accounting and financial management information, reports, policy, and legislation impacting SA/SC programs. Participates in, and as required, leads business process and IT and financial system improvement, modernization, or implementation efforts, ensuring relevant legislative, policy, and accounting and financial management requirements are identified and incorporated accordingly. Oversees and participates in audits and review activities pertaining to accounting and financial reporting of DSCA-managed programs and accounts. Develops, coordinates, advises on, and implements corrective actions required to remediate audit concerns, findings, and recommendations and comply with new or updated legislation, policy, or regulations. Prepares complex financial material (Congressional reports, monthly reports, etc) and analyzes data required to make inter-Agency decisions regarding financial policy and procedural matters that impact the entire SC community.

Qualifications

You may qualify at the GS-14 grade level, if you fulfill the following qualifications: A. One year of specialized experience equivalent to the GS-13 grade level in the Federal service as listed below: Providing expertise and interpretation of accounting laws, concepts, policies, and procedures Analyzing accounting and financial data to assist in financial decision making and improve utilization of resources Performing external audits of accounting and financial reports and taking corrective action as required Developing and implementing accounting guidance and financial system procedures. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Education

In addition to the specialized experience, you must meet one of the basic education requirements described below. Transcripts must be provided.

Completion of all requirements for a bachelor's degree

in accounting from an accredited college or university

; or a degree in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. The 24 hours may include up to 6 hours of credit in business law.
OR
A combination of education and experience: at least 4 years of accounting experience or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge AND my background includes one of the following: 1) 24 semester hours in accounting/auditing courses, which may include up to 6 hours of business law, or 2) a certificate as a Certified Public Accountant or Certified Internal Auditor obtained through written examination, or 3) completion of the requirements for a degree that included substantial course work in accounting or auditing, (e.g., 15 semester hours, but that does not fully satisfy the 24-semester-hour requirement of paragraph A, provided that (a) you have successfully worked at the full-performance level in accounting, auditing, or a related field, e.g., valuation engineering or financial institution examining; (b) a panel of at least two higher level professional accountants or auditors has determined that you have demonstrated a good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency, and level of advancement that which is normally associated with successful completion of the 4-year course of study described in paragraph A; and (c) except for literal nonconformance to the requirement of 24 semester hours in accounting, your education, training, and experience fully meet the specified requirements.)
