Timely, effective communication with Veterans is critical to the mission of the Department of Veterans Affairs. VA's Online Personal Health Record, My HealtheVet and Secure Messaging can be utilized to communicate with Veterans in a timely and relevant manner. My HealtheVet, Social Networking Media and Secure Messaging are important components of the VA's transformation to the 21st Century.
Duties
Serve as the initial contact and resource person for individuals, both clinical and Veteran, requesting information about My HealtheVet and Secure Messaging.
Utilizes interpersonal communication skills to deal with Veterans who are difficult, hostile, or distressed, working with co-workers, supervisors, and high-level management, and negotiating.
Establish and manage communications plans that identify target audiences, appropriate messages, activities, and resources needed for effective communication.
Designs, conducts, and evaluates innovative means to advertise and market products of the MHV and Social Medial Program.
Identify problem areas in My HealtheVet for the customer being served. Problem identification will be followed by providing supportive education as required to correct deficiencies. All duties performed by the incumbent will be through the proper use of SOFT Skills, appropriate interpersonal interactions, and in a caring and supportive manner.
Proposes, develops, and implements strategic plans and objectives for the enhancement, maintenance, and future advancement of operations for the MHV program.
Evaluates the impact on the clinical and business workflow and processes. Collects, develops, implements, and documents data to assist management with MHV operational decisions. Identifies problems and applying analytical techniques for the purpose of resolving issues.
Negotiates conflicting demands and manage multiple projects with tight deadlines. Serves as the facility liaison to the MHV national Program Management Office and National Help Desk.
Maintains liaison with VISN and national MHV teams and coordinators to ensure correct, current, and accurate portrayal of information is provided to meet objectives.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 08/12/2024.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-9. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. General Adjustment SF-50's with the effective date of within the last year do not provide the information to reflect time-in-grade requirement has been met and therefore cannot be the only SF-50. If you are currently serving in a Hybrid Title 38 position, your SF-50's must reflect you have been in the position longer than one year.
Preferred Experience: 1 year working directly with the My HealtheVet Program.

Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-11 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: establish and manage communications plans that identify target audiences, appropriate messages, activities, and resources needed for effective communication. Utilizes interpersonal communication skills to deal with Veterans who are difficult, hostile, or distressed, working with co-workers, supervisors, and high-level management, and negotiating. Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related. Such education must demonstrate the knowledge, skills and abilities necessary to do the work.

Physical Requirements: Work is primarily sedentary, but may require periods of standing during presentations, briefings, speeches, health fair activities, etc. although some slight physical effort may be required.
