Duties

Supervises employees in grades ranging from WG to WL. Assigns and directs tasks, coordinates projects, assigns materials, provides instructions and demonstrates work processes to ensure timely completion of work and achievement of management objectives. Provides technical guidance and mentoring to plumbing shop personnel to ensure compliance with approved procedures and processes in the areas of safety, production and preventive maintenance. Maintains administrative and operational records to manage inventory, production, workloads, inspection requirements, preventive maintenance requirements, training and personnel deadlines. Attends project meetings and provides input, when applicable, to assist with project design, planning and execution that effect agency operations. Identifies, coordinates and develops appropriate training to prepare Pipefitters, Plumbers and Maintenance Mechanics for executing assigned duties and responsibilities. Conducts inspections of completed work for quality and to ensure finished jobs meet work order requirements.

Qualifications

To qualify for this WS-10 PIPEFITTER SUPERVISOR position your resume must demonstrate: (1) the Screen Out AND (2) the six individual Job Elements (1) SCREEN OUT: ABILITY TO LEAD OR SUPERVISE EMPLOYEES PERFORMING PIPEFITTING, PLUMBING AND MAINTENANCE MECHANIC WORK REQUIREMENT: Plans, coordinates, directs and supervises the activities of Pipefitters, Plumbers and Maintenance Mechanics engaged in the installation, maintenance and repair of high-pressure piping systems, plumbing systems and equipment. At a minimum, you must demonstrate journey-level knowledge of the pipefitting and plumbing trades and ability to lead or oversee others performing work in those trades. Duties of a Wage Supervisor include: (1) planning sequence of tasks, establishing deadlines and priorities and assigning work; (2) providing technical guidance to ensure compliance with procedures; (3) coordinating work with other trade shops or work units; (4) estimating labor and resource costs and requisitioning materials; (5) investigating issues related to costs, productivity and requirements; (6) observing work in progress and inspecting completed work; (7) maintaining administrative and operational records; (8) scheduling leave and employee training; (9) conducting formal and informal performance appraisals; and (10) administering corrective actions on conduct or performance problems. CONDITIONS OF THE POSITION: Due to the nature of work in this position, the following conditions are essential for successful performance and you must fully comply with these conditions to meet performance requirements. Successful performance of work in this position and adherence to these conditions will be assessed during the 1-year probationary period that may be served by new appointees (e.g., new to SSA and/or new to this series). This is an emergency / mission-critical position. You may be called to work after-hours, on weekends and holidays. (1) The Pipefitter Supervisor is responsible for all Plumbing Shop operations; manages all assigned personnel, administrative and productions tasks, ensures compliance with policies, procedures and processes, delegates appropriate responsibilities, oversees production, workloads and scheduling, routinely provides guidance and training to meet customer and organizational mission needs. (2) Responsible for ensuring all Maintenance Mechanics, Plumbers, Pipefitters and Pipefitter Work Leaders understand and follow mandated safety procedures and wear mandated safety gear. (3) Work is performed in cramped quarters, inside and outside, which are usually dirty, dusty and greasy. (4) Pipefitters often work in tiring positions for prolonged periods. Works from scaffolds, ladders and platforms, man lifts and in areas which are hard to reach or operate in. Stoops, bends, kneels and climbs in the performance of tasks. May often assume uncomfortable positions. (5) Frequently carries, lifts and handles parts and equipment weighing usually up to 50 pounds and occasionally above 50 pounds. (6) May be subject to abnormal heat and bad smelling fumes while installing and repairing steam lines in cramped quarters. (7) May be subject to burns from hot water and steam while repairing leaks in high-­pressure steam piping, and to strains, cuts and bruises while working with wrenches on heavy pipe. (8) May be subject to infection from unsanitary worksites, injury from use of power tools and occasional use of caustic soda and hot lead and falls from working on ladders and scaffolds. (9) Must understand and follow mandated safety procedures and wear mandated Personal Protective Equipment, including earplugs, safety glasses, steel-toed boots, gloves and any other gear deemed required by the supervisor. (10) May be required to wear a respirator and may be required to shave to ensure a proper fit. (11) May be required to report to work or remain at workstation to perform critical services when employees are generally excused for all or part of a workday because of hazardous weather and other emergency situations. (12) May be required to report during irregular hours and travel in hazardous weather conditions. Incumbent is on call 24 hours a day, 7 days a week, year around.
