The primary purpose of this position is the management of life cycle management of land mobile radio (LMR) systems and provides for a single point of contact for acquisition of all land mobile radio (LMR) equipment to include the base trunked and non-trunked LMR systems, installation warning systems.
Duties
Performs as technical SME and Action Officer (AO) for Installation Spectrum Management (ISM) and Personal Wireless Communications Systems (PWCS).
Provide technical assistance/guidance to system users, program managers, and contracting personnel.
Manages the installation PWCS and Warning systems.
Serves as the Alternate Installation Spectrum Manager.
Prepares budget, technical reports, staff studies, and briefings.

INDIVIDUAL OCCUPATIONAL REQUIREMENTS:
Undergraduate and Graduate Education: Major study -- electrical or electronic engineering, mathematics, physics, public utilities, statistics, computer science, telecommunications management, information systems management, business administration, industrial management, or other fields related to the position to be filled.
Other Education: Communications/electronics or automatic data processing training in technical institutes or business schools above the high school level or in Armed Forces schools that included advanced instruction in addition to basic courses, may be substituted for general experience on a month-for-month basis.
In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-07, or equivalent in other pay systems. Examples of specialized experience includes: Evaluating, analyzing, developing, managing, or improving communications systems, procedures, and requirements that demonstrated knowledge of current developments and trends in communications concepts and technology; applying communications and electronics systems principles, concepts, methods, standards and practices to the development and interpretation of policies, procedures, and strategies that govern the planning and delivery of services throughout the organization; and utilizing telecommunications concepts, principles, and practices to accomplish work processes through the use of personal wireless communications devices, methods, services, and facilities.

EDUCATION: Successful completion of a Master's or equivalent graduate degree OR 2 full years of progressively higher level graduate education leading to such a degree OR LL.B or J.D., if related. NOTE: YOU MUST SUBMIT COPIES OF YOUR OFFICIAL TRANSCRIPTS.

COMBINATION OF EXPERIENCE AND EDUCATION: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. NOTE: YOU MUST SUBMIT COPIES OF YOUR OFFICIAL TRANSCRIPTS.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-07 level is required to meet the time-in-grade requirements for the GS-09 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
Knowledge of telecommunications dealing with RF spectrum and PWCS principles, concepts, methods, standards and practices in order to design, implement, operate and maintain current operations and new developments in those systems. Knowledge of associated methods and techniques such as contracting procedures/legal requirements, cost analyses, and budgets.
Knowledge of operational and performance characteristics of PWCS, radio systems, wireless services and transmission media to develop procedures/policies/practices for local use; and evaluate devises, proposals, and approaches. Knowledge and application of methods, practices, techniques, and competence in interpreting contractual terms and conditions as related to service contracts.
Knowledge of the latest guidelines, laws, federal regulations and policies applicable to RF spectrum and PWCS management as it pertains to communications-IT policy requirements and ability to function as a technical authority able to interpret policy and guidance issued by higher authority, such as DOD, HQ Air Force and HQ AETC.
Knowledge of basic electronics theory and operating principles, the application of existing and planned technology to communications requirements, and equipment interoperability and compatibility.
Ability to use computer terminals to program wireless devices/systems, enter and extract data to maintain records and document actions.
Ability to communicate orally and in writing sufficient to fully coordinate activities with management officials and other agencies, and to provide user training and support.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
