Duties

Writes and implements policies, processes, and tracks awards for DISA. Assists employees and technicians in the preparation of awards submission; interpreting regulation to determine eligibility for awards. Provides technical advice and assistance to all levels of management concerning determination of training requirements, sources of training, customized training plan. Solving complex and sometimes controversial problems involving evaluation reports and awards recommendations. Assistant Chief Military Awards and Evaluations, Military Awards Training Program Manager, and Special Appeals Liaison (Awards/Decorations) for DISA. Plans, develops, and presents training relative to assigned military awards program(s) and/or project(s). Advice senior leadership on the awards programs through reports, training, individual assistance, and strategic collaboration. Provides advisory services and assistance to supervisors on all aspects of military awards.

Qualifications

Time in Grade: For entry at the GS-09 level, status applicants must have served 52 weeks as a GS-07 or higher grade in the Federal Service. For entry at the GS-11 level, status applicants must have served 52 weeks as a GS-09 or higher grade in the Federal Service. For entry at the GS-12 level, status applicants must have served 52 weeks as a GS-11 or higher grade in the Federal Service. Specialized Experience: For the GS-09, you must have at least one year of specialized experience equivalent in level of difficulty and responsibility to the GS-07 grade level in the Federal service, or comparable in difficulty and responsibility to GS-07 if outside the Federal service. Specialized experience is defined as experience implementing awards and performance evaluation policies and procedures for human resources programs. For the GS-11, you must have at least one year of specialized experience equivalent in level of difficulty and responsibility to the GS-09 grade level in the Federal service, or comparable in difficulty and responsibility to GS-09 if outside the Federal service. Specialized experience is defined as experience implementing awards and performance evaluation policies and procedures and preparing reports and training for human resources programs. For the GS-12, you must have at least one year of specialized experience equivalent in level of difficulty and responsibility to the GS-11 grade level in the Federal service, or comparable in difficulty and responsibility to GS-11 if outside the Federal service. Specialized experience is defined as experience developing and implementing assigned award policies and/or programs, evaluating effectiveness and efficiency of award programs, preparing program reports and training, and analyzing programs and policies to provide recommendations based on Human Resource laws, regulations and policies. In addition to meeting the specialized experience requirements, qualified applicants must also possess the quality of experience as it relates to how closely or to what extent an applicant's background, recency of experience, education, and training are relevant to the duties and responsibilities of the announced position. Candidates must clearly demonstrate the possession of competencies necessary to successfully perform the work of the position at the appropriate level to be qualified for the position. Education

SUBSTITUTION OF EDUCATION FOR EXPERIENCE AT GS-09 LEVEL: Two full years of progressively higher level graduate education, or Master's or equivalent graduate degree such as LL.B. or J.D., may be substituted to meet the experience requirement.

SUBSTITUTION OF EDUCATION FOR EXPERIENCE AT GS-11 LEVEL: Three full years of progressively higher level graduate education or Ph.D. or equivalent doctoral degree.


There is no substitution of education for specialized experience at the GS-12 grade level.
