A successful candidate in this position as a Supervisory General Engineer/Physical Scientist will serve as the Assistant Manager for Weapon Quality Assurance (AMWQA) within the Kansas City Field Office, and reports directly to the Deputy Manager. The incumbent performs federal oversight and management responsibilities for all weapon quality assurance activities at the Kansas City National Security Campus (KCNSC) in Missouri, New Mexico, and other KCNSC remote sites.

Duties

As a Supervisory General Engineer/Physical Scientist you will: Serve as assistant manager for the accomplishment of the Field Office's mission by providing oversight of all weapon quality assurance activities at KCNSC. Identify new policy needs and necessary changes to assure the development of associated guidelines and standards. Evaluate work performance of subordinates, interview candidates for positions, recommend appointment, promotion, or reassignment, plan work to be accomplished, give advise/counsel or instructions to employees on both work and administrative matters, develop performance standards, identify developmental and training needs of employees, hear and resolve complaints from employees, and effect minor disciplinary measures. Plan and coordinate the development, interpretation, and implementation of policies and procedures pertaining to the contractor's missions as related to KCFO programs and evaluate the contractor's performance of its assigned mission responsibilities relating to WQA activities; establish performance measures and criteria to evaluate M&O contractor performance for various work activities, and report performance for the annual contract deliverables; and direct the preparation of reports and briefings for problem areas assigned to the AMWQA. Serve as point of reference and liaison to other Field Offices, NNSA Headquarters (HQ), DOE HQ and representatives of other federal agencies and external entities on WQA matters directly related to the Field Office mission. Evaluate and monitor WQA activities and makes substantive recommendations for program improvements. Provide expert advice and technical assistance to managers and supervisors in a wide variety of areas.

Qualifications

EN/NN-03, or GS-13. Specialized experience for this position is defined as; Experience providing oversight and/or leadership over highly technical scientific, engineering and professional work, which may include performing oversight of weapon quality assurance functions. Experience providing oversight and/or leadership over quality assurance activities, which may include performing system, process and/or component audits, self-assessments or surveys; developing long-range program plans to meet quality assurance program goals. Education

This position has a positive education requirement. You must meet the education requirements of either the General Engineer (0801) or Physical Scientist (1301) series listed below. You MUST provide unofficial transcripts to support the education claims in your application.


801 - Degree: professional engineering. The curriculum must: (1) be in a school of engineering with at least one curriculum accredited by the Accreditation Board for Engineering and Technology as a professional engineering curriculum; or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics.
OR
Combination of education and experience: college-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying professional engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering. There are alternate methods to meeting the engineering educational requirement (e.g., holding current professional engineering registration, having passed the EIT examination, or having completed specified academic courses or a related degree). 1301 - A. Degree: physical science, engineering, or mathematics that included 24 semester hours in physical science and/or related engineering science such as mechanics, dynamics, properties of materials, and electronics.
OR
Combination of education and experience -- education equivalent to one of the majors shown in A above that included at least 24 semester hours in physical science and/or related engineering science, plus appropriate experience or additional education. EDUCATION: Education must be obtained from an accredited institution recognized by the U.S. Department of Education.
