Duties
You will plan, direct, and develop engineering project scopes to ensure projects are justifiable and support the mission and operational requirements of the command.
You will manage the shore facilities development program engineering functions and requirements as well as real estate management.
You will be assigned the responsibility of budget manager for the major/minor construction, repair, and the program(s) funding.
You will perform performance appraisal and rating the division supervisors and other direct assigned personnel and also review of performance ratings for all personnel within the Department.
You will determine when personnel and monetary adjustments are necessary to support mission objectives and realigns as appropriate.
You will review projects for adherence to current policies, regulations, laws, and requirements for design engineering and construction.
Requirements

- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.

- This position is eligible for part time, substantial or ad-hoc telework at the discretion of management.
- You will be required to obtain and maintain a current valid United States driver’s license.
- You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.
- Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. You will be required to review the 14 General Principles of Ethical Conduct at 5 CFR 2635.101.
Qualifications
Your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Oversee development of complex engineering data and utilization for command capabilities (e.g. construction, land management, repairs); liaise with stakeholders on technical matters pertaining to design and costs to ensure budget and/or funding for infrastructure (e.g. logistics, manpower); Assign work and schedules to project management staff members to ensure work is completed based on priorities and capabilities of the employees; and write budget policies and guidance to address emergent requirements for facilities programs and projects.
