About the Position: Serves as the Chief of the Military Personnel Division with overall responsibility for the Military Personnel Management Program.

Duties

Executes human resources (HR) functions involving the procurement, assignment, and utilization of military personnel. Provides administrative support services such as staff planning, evaluation, programming, and training. Advises on military personnel matters to the Director of Human Resources, Deputy to the Garrison Commander, Commander, and staff. Implements Army G1 policies, directives, and guidance relating to the procurement, assignment, and utilization of military personnel. Supports the installation by providing services to active duty, reserve, retired, and family member personnel through subordinate employees. Manages military personnel services to include personnel processing, ID cards, Transition Assistance, education, and promotion programs.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment. A background investigation and credit check are required.
  • This position has a Temporary Duty (TDY) or business travel requirement of 10% of the time.
  • Appointment to this position is subject to a one-year probationary period unless the appointee has previously met the requirements as described in 5 CFR Part 315.
  • This is a Mission Essential position.
  • This position is supervisory as defined by the Office of Personnel Management's (OPM) General Schedule Supervisory Guide (GSSG). A one year probation to assess your ability to perform supervisory duties is required unless previously completed.

Specialized Experience: One year of specialized experience which includes:(1) Applying analytical techniques and quantitative measurements to evaluate complex military personnel issues and identify recommended actions to higher-level decision-makers;(2) Using military personnel principles, concepts, laws, and systems to interpret and apply new laws, to rectify major problem areas in programs and operations, and to resolve broad policy issues;(3) Using military human resources automated systems supporting military personnel programs to retrieve data for projects and reports and manage military personnel actions;(4) Interpreting and applying the laws, regulations, precedent decisions, and policies to advise senior management officials on military personnel issues; and(5) Managing military personnel services to include personnel processing, ID cards, Transition Assistance, education, and promotion programs. This definition of specialized experience is typical of work performed at the second lower grade/level position in the Federal service (GS-12) Some federal jobs allow you to substitute your education for the required experience to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.
