This position is located in the Department of Homeland Security (DHS), Office of Intelligence and Analysis (l&A), Deputy Under Secretary for Analysis (DUSA), Counterterrorism Center (CTC).
Duties
The DHS Deputy Director of the Joint Counterterrorism Assessment Team (JCAT) is a DHS senior intelligence officer, aligned to the I&A/Counterterrorism Center and assigned to the National Counterterrorism Center, sharing JCAT leadership responsibilities with the JCAT Director and another JCAT Deputy Director, appointed by FBI. The incumbent will report to the Senior DHS Representative to NCTC and aligned with the I&A Counterterrorism Center (CTC).
JCAT is an interagency analysis and production activity at NCTC where DHS, FBI, and NCTC analysts work side-by-side with state, local, tribal, and territorial (SLTT) first responders from the law enforcement, emergency service, fire service, and public health communities to produce counterterrorism intelligence for the SLTT law enforcement and first responder community.
As noted above, the JCAT Director is supported by the DHS and FBI senior-level officers serving as co-deputies. In addition, NCTC, DHS and FBI contribute analysts and sponsor representatives from the public safety community representing law enforcement, fire services, public health, intelligence analysis, and other SLTT stakeholders.

Requirements
- Must be able to obtain/maintain a TS/SCI Security Clearance.
- This is a Testing Designated Position (TDP) and is covered by the Department of Homeland Security Headquarters Drug-Free Workplace Program.
- Must be a U.S. Citizen.
- Overtime may be required in response to a significant event.
- Occasional Travel - Overnight travel may be required.
- Successful completion of a counterintelligence polygraph.
Qualifications
Minimum Qualifications Required:
Demonstrated leadership ability to support the intelligence needs of the first responder community.
Excellent writing and briefing skills and experience preparing, reviewing, editing, and delivering intelligence products, papers, and formal presentations.
Excellent interpersonal, organizational, and problem-solving skills, including expert ability to work effectively in a collaborative, interagency environment. Demonstrated ability to build and reach consensus with mission partners.
Demonstrated knowledge of the mission, roles, and responsibilities of DHS, FBI, and NCTC and how these organizations can effectively collaborate to produce and disseminate intelligence for SLTT law enforcement officers and first responders.
Successful completion of a counterintelligence polygraph.
