Duties

This position serves as the Ste. Genevieve National Historical Park (STGE) with overall responsibility for the management of the park and related programs to include management, administration, public relations, resource management, visitor protection, interpretation, natural resources management, visitor services, maintenance, security, and continued development of Ste. Genevieve National Historical Park. Incumbent determines park goals, and develops short and long range plans in consultation with the Superintendent of Gateway Arch National Park, Regional Director and Deputy Regional Director. This position also determines and allocates financial, human, and material resources, and is accountable for their effective use. Coordinates program efforts with other Service, Regional, and park offices and with other federal, state and local officials, private and public agencies and organizations, and congressional delegations. Considers a broad range of factors when making decisions or making recommendations to the Superintendent of Gateway Arch National Park, Regional Director or Deputy Regional Director including, but not limited to, public and congressional relations; public policy status; effects on other agencies, private and public organizations and Service offices; and the economic impact. Develops and plans for organizational changes stich as structure, operating costs, and position management. Assesses impact on the park of substantial changes in program and policies in the other parts of the Service, other governmental agencies and the private sector. Sets policies for the park in such areas as program emphasis and operating guidelines and understands and communicates Service and Regional policies and priorities. Deals with general personnel management policy matters and delegates authority to Division Chiefs and holds them responsible for the performance of their divisions. Carries out the full range of supervisory duties and responsibilities and is accountable to the Regional Director for the quality and quantity of the work performed and/or assuring efficient and economical operations. Assigns, directs and reviews the work of subordinates. Plans and carries out the training and development of employees; develops performance standards and evaluates employees' work performance; makes selections, promotions, status changes and awards and recommends disciplinary actions and separations; plans, schedules and coordinates work operations; solves problems related to the work being managed and supervised; determines the materials, supplies and equipment needed; explains and gains the support of employees for management policies and goals. Physical Demands: The incumbent is occasionally required to work under unusual and stressful situations calling for physical stamina, emotional stability, and knowledgeable responses. Largely, however, the work is sedentary, but requiring walking, hiking, driving, riding, bending, sitting, and standing. Travel to other areas is often required. A valid driver's license is required. Working Conditions: Work is largely performed in an office setting. However, work also is performed out of doors in various types of weather and terrain. Area Information: No housing available Ste. Genevieve is a city in Ste. Genevieve Township and is the county seat of Ste. Genevieve County, Missouri, United States, located along the west bank of the Mississippi River near the Illinois state line along Interstate 55, U.S. Route 61, and Missouri Route 32, approximately 46 mi (74 km) south-southeast of St. Louis and 196 mi (315 km) north-northwest of Memphis, Tennessee. The population was 4,410 at the 2010 census. Founded in 1735 by French Canadian colonists and settlers from east of the river, it was the first organized European settlement west of the Mississippi River in present-day Missouri. Public education in Ste. Genevieve is administered by Ste. Genevieve R-II School District.[16] Ste. Genevieve also has a public library, the Ste. Genevieve Branch Library

Qualifications

All qualifications must be met by the closing date of this announcement-08/14/2024-unless otherwise stated in this vacancy announcement. Credit will be given for all appropriate qualifying experience. For current Federal employees, if hours worked per week are not included on your resume, you must submit a non-award SF-50 for each federal position listed as part of your application to be used to validate your work schedule and determine the amount of qualifying experience that you will be granted. An award SF-50 will not be acceptable documentation for which to consider your amount of qualifying experience. To qualify for this position at the GS-13 grade level, you must possess the following minimum qualifications by close of the announcement: EXPERIENCE: At least one full year of specialized experience comparable in scope and responsibility to the GS-12 grade level in the Federal service (obtained in either the public or private sectors). This experience includes activities with an in-depth knowledge of park management principles, practices, techniques, laws, and regulations. Experience includes a variety of duties such as managing and supervising park or similar activities with an emphasis on natural management and protection, cultural and resource preservation and protection, visitor use and interpretation, law enforcement, maintenance of physical facilities and administrative programs. You must include hours per week worked on your resume. Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

There is no substitution of education for experience at the grade level of this announcement.
