The Department of Energy (DOE), Office of Inspector General is currently looking for an Auditor (Performance) in the Office of Audits. Join our professional team of auditors, criminal investigators, and inspectors who help support DOE's mission through performance and financial audits, inspections of management issues and administrative allegations, and investigations into alleged violations of law.

- Must obtain and maintain a Q security clearance.
- This position is a Drug Testing Designated position and is subject to preemployment and random drug testing.
- Will be required to participate in the Direct Deposit Electronics Funds Transfer Program.

BASIC REQUIREMENT:
In accordance with OPM's Individual Occupational Requirements for the GS-0511 series, applicants must meet the following basic requirement:
Degree (bachelor's or higher): auditing; or a degree in a related field such as business administration, finance, public administration or accounting.
-OR-
Combination of education and experience: at least 4 years of experience in Performance Auditing, or an equivalent combination of performance auditing experience, college-level education, and training that provided professional auditing knowledge. The applicant's background must also include one of the following:
A certificate as a Certified Internal Auditor or a Certified Public Accountant, obtained through written examination; -OR-
Completion of the requirements for a degree that included substantial course work in auditing or accounting, e.g., 15 semester hours.
In addition to meeting the Basic Requirement as described above, applicants must possess the following specialized experience to receive consideration for the specified grade level:
SPECIALIZED EXPERIENCE REQUIREMENT:
GS-12: Applicants must have one (1) year of specialized experience equivalent to at least the GS-11 level in the Federal service. Specialized experience is defined as the following: 1) Planning, conducting, and reporting on segments of large and complex audits with varying objectives; 2) Applying professional knowledge of accounting and auditing concepts, practices, and techniques to independently conduct a variety of assignments and resolve a variety of auditing problems; 3) Reviewing and examining varying records and documentation necessary to complete audit assignments and ensure audit readiness and compliance; 4) Preparing written documentation in the form of workpapers, memorandum, and/or reports, outlining the scope and nature of the audit work performed and identifying discrepancies, errors, and irregularities; 5) Providing technical advice and assistance to management and program officials in audit areas of broad scope where potentially controversial recommendations are required.
GS-13: Applicants must have one (1) year of specialized experience equivalent to at least the GS-12 level in the Federal service. Specialized experience is defined as the following: 1) Performing and coordinating complex audits for a broad range of internal and external activities requiring the use of different accounting systems, and that perform a wide variety of operations; 2) Applying professional knowledge of accounting and auditing concepts, practices, and techniques to resolve a variety of questions and/or problems and provide guidance to lower grade auditors; 3) Planning and organizing a variation of separate audit reviews, integrating concurrent audits, and consolidating findings; 4) Gathering and evaluating extensive data to develop comprehensive audit instructions and/or reports; 5) Justifying critical audit findings and recommendations for improving efficiency and effectiveness of organizational programs where potentially controversial recommendations are required.

TIME-IN-GRADE REQUIREMENT: Any individual who is currently holding, or has held within the previous 52 weeks, a General Schedule position under non-temporary appointment in the competitive or excepted service, must meet time-in-grade requirements (must have served 52 weeks at the next lower grade or equivalent in the Federal service). Time-in-grade requirements must be met by the closing date of this announcement. Time-In-Grade requirements also apply to former Federal civilian employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.

There is no substitution of education in lieu of specialized experience at the GS-12 or GS-13 grade levels.
