This position is located in the Department of Homeland Security, Office of Homeland Security Statistics (OHSS).
The primary purpose of this position is to assist staff and others with planning and coordinating data governance activities and working groups and to improve the quality, timeliness, and utility of OHSS statistical data and analysis.

Duties
As a Policy Analyst, GS-0301-11/12, your typical work assignments may include the following:
Serves as a policy analyst to OHSS activities as they relate to the DHS mission domains and apply a variety of analytical approaches to support providing high-quality statistical information that is relevant, timely, cost-effective, and customer-oriented/ mission focused.
Prepares quarterly progress reports for submission to the OHSS Executive Director.
Acts as a primary point of contact between OHSS and DHS executive secretariat/other DHS Components to adjudicate edits to OHSS reports; and representing OHSS on internal and external working groups and committees.

Qualifications
Specialized Experience:
To qualify for the GS-11 grade level, you must have at least one full year of specialized experience comparable in scope and responsibility to the GS-9 level in the Federal service (may be obtained in either the public or private sectors). This experience must include all of the following activities: 1) Assisting with developing detailed policies, goals and objectives for analyzing and evaluating organizational programs; 2) Recommending new or improved criteria for evaluating the effectiveness of current policies; 3) Implementing work involving in-depth and broadly based planning to assess program needs; 4) Developing analytical approaches to address multi-faceted assessments and studies in support of policy development and analysis; and 5) Communicating orally and in writing to recommend authoritative advice or guidance on the format and content of policy information. OR
A Ph.D. or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree or LL.M., if related; OR
A combination of successfully completed graduate level education and specialized experience as described above that, when combined, equal 100% of the total requirement. This will be calculated using your resume and unofficial transcripts or a list of courses/course hours submitted with your application.
Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the first year (total graduate semester hours minus 18) by 18. Add the two percentages.

Selective placement factor: A competency/KSAs or special qualification without which a candidate could not perform the duties of a position in a satisfactory manner. Selective factors are applied in addition to minimum qualifications. Applicants who do not meet a selective factor are ineligible for further consideration. In addition to meeting the specialized experience requirements. Applicants must certify their demonstrated ability working in data governance and data integration within statistical frameworks or platforms supporting immigration operations or policy, trade, emergency management, counter terrorism, law enforcement, or counter drug operations.
Substitution of education in lieu of specialized experience may not be used for GS-12.

Time-in-grade: Current General Schedule (GS) federal employees, and those that have served in GS positions within the last 52 weeks, must have served 52 weeks at the next lower grade, or a combination of the next lower grade level and an equivalent band in the federal service by the closing of this announcement.
