This position is located with the Center for Recruitment - Anadarko in Anadarko, Oklahoma. The purpose of this position is to provide Recruitment and Placement services to the Irrigation Projects in the Northwest Region under a Memorandum of Agreement. The MOA will serve all parties from the date of appointment or until the MOA is terminated by mutual agreement.

Duties

Advise management on recruitment strategies, sources, and special programs, recruitment, relocation, and retention incentive programs. Respond to inquiries concerning civilian hiring procedures, application process, employment opportunities, and other recruitment/selection process. Code personnel actions, using correct nature of action codes, authority codes, setting pay, determining benefits, etc. Utilize a variety of automated HR tools and systems; i.e. USA Staffing, Federal Personnel Pay System (FPPS), etc. Utilize a wide range of HR practices, regulations, and precedents. Provide guidance on merit system principles, prohibited personnel practices, and the development and use of valid selection criteria. Conduct strategic recruitment discussions, job analysis and prepares vacancy announcements. Provide comprehensive HR management advisory and technical services on organizational functions and work practices. Conducts and completes comprehensive job analyses focusing on technical, clerical and wage grade positions within the General Schedule (GS) and Wage Grade (WG) schedules; identifies category-rating criteria; and develops vacancy announcements. Reviews application packages, applying laws, regulations, and procedures governing Veteran's Preference, Indian Preference, special hiring authorities, interchange agreements, merit promotion plan requirements, and ICTAP/CTAP. Determines which method of certification is most appropriate; issues certificates of eligible candidates under both delegated examining and merit promotion procedures.

Qualifications

EXPERIENCE AND EDUCATION REQUIREMENTS: (OPM Operating Manual, Qualification Standards for Administrative and Management Positions, GS-0201). GS-09: To qualify at the GS-09 level you must meet ONE of the following criteria: A. Specialized Experience: One year of experience equivalent to the GS-07 grade level performing the following: 1) utilizing an automated staffing system to advertise vacancy announcements for positions in the federal service; 2) utilizing an automated staffing system to rate applications for positions in the federal service; and 3) utilizing an automated staffing system to prepare certificates of eligible candidates to refer to the selecting official. OR B. Education: Successful completion of a master's or equivalent grad degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B, or J.D., if related from an accredited university. OR C. A combination of experience and education that totals 100% of the requirement above. GS-11: I have at least 1 year of full-time specialized experience equivalent to the GS-9 in the Federal Service (obtained in either the public or private sector). This experience must include 1) Conducting research of the USC, CFR, Agency and OPM policies to resolve complex technical HR issues; 2) Developing assessment tools for recruitment; 3) Posting vacancy announcements; 4) Reviewing applications for eligibility and qualification determinations, and issuing certificates; and 5) Reviewing personnel actions. OR Education: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related, from an accredited university. OR A combination of experience and education that totals 100% of the requirement. GS-12: I have at least 1 year of full-time specialized experience equivalent to the GS-11 in the Federal Service (obtained in either the public or private sector). This experience must include ALL of the following: 1) Performing job analysis and posting vacancies using an automated staffing system, such as USA Staffing; 2) Providing guidance to management on a variety of recruitment authorities and techniques to attract well qualified job applicants; 3) Reviewing applications, making eligibility and qualification determinations and issuing certificates; 4) Implementing and advising on the regulatory requirements of the Merit Promotion Plan; and 5) Reviewing personnel actions. All qualification requirements must be met by the closing date of this announcement. Merit Promotion candidates must also meet time-in-grade requirements by the announcement closing date. Preference in filling vacancies is given to qualified Indian candidates in accordance with the Indian Preference Act of 1934 (title 25, USC Section 472). Additional selections may be made from this announcement if identical vacancies occur in the same location within 90 days from the closing date.

One academic year of graduate education is considered to be the number of credits hours your graduate school has determined to represent one academic year of full-time study. Such study may have been performed on a full-time or part-time basis. If you cannot obtain your graduate school's definition of one year of graduate study, 18 semester hours (or 27 quarter hours) should be considered as satisfying the requirement for one year of full-time graduate study.

If you are using education completed in foreign colleges or universities to meet the qualification requirements, you must send a Certificate of Foreign Equivalency with your transcript in order to receive credit for that education which shows the education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.
