This position oversees the support work of a general office nature and the work of the Telephone Operators who are responsible for providing voice and data communication, and all monitoring services for the VA Pacific Island Health Care System (VAPIHCS) to include support to the satellite clinical and administrative operations of this very complex facility.

Duties

As the Supervisory Telecommunications Equipment Operator, you will: Plan, organize, and direct programs that encompass the support services work of appointed organizations. Development of new programs are accomplished, as the need arises Provide advisory services to all levels of management regarding the requirements and implications of the office services provided. Direct the daily support operation of the unit, ensures that agency policies and priorities are being followed; develops performance standards; and evaluates work performance of subordinates. Listen to and resolve complaints, refer group grievances and serious, unresolved complaints to a higher level. Take minor disciplinary measures and recommends action for more serious cases Work Schedule: Monday through Friday, 7:30am-4pm Telework: VA supports the use of telework as a way to help attract and retain talented individuals in public service, increase worker productivity, and better prepare the agency to operate during emergencies. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 08/12/2024. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-06 position you must have served 52 weeks at the GS-05. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience as described below: Specialized Experience: You must possess one (1) full year of specialized experience equivalent to the GS-05 level in the Federal service that has equipped you with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of this position. Qualifying specialized experience would typically include but are not limited to: extensive knowledge of all administrative functions and a working knowledge of other serviced activities within the organization, analytical ability to research, assemble and compile information and data, evaluate results against appropriate standards and recommend corrective action where indicated, ability to plan work to be accomplished by subordinates, set, and adjust short-term priorities and prepare schedules for completion of work, assigning work to subordinates based on priorities, selective consideration of the difficulty and requirements of assignments and the capabilities of the employees, developing performance standards and evaluating work performance of subordinates, giving advice, counsel, or instructions to employees on both work and administrative matters, interviewing candidates, recommending appointments, promotions, or reassignments. hearing and resolving complaints from employees referring group grievances and more serious unresolved complaints to a higher-level supervisor or manager, effecting minor disciplinary measures such as warnings and reprimands, and/or recommending other actions in more serious cases. Identifies developmental and training needs of employees, providing for and arranging for needed development and training. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Physical Requirements: The work is both sedentary and at times physically challenging. Some physical effort, such as standing, walking, bending, sitting, or occasionally carrying items (such as records, etc.) of more than 50-pounds may be required.
