Duties

WHAT IS THE TS - TAXPAYER SERVICES DIVISION? A description of the business units can be found at: https://www.jobs.irs.gov/about/who/business-divisions Vacancies will be filled in the following specialty areas: Taxpayer Services, Operation Support. The following are the duties of this position at the full working level: The incumbent serves as an expert analyst responsible for developing and/or interpreting guidance on program planning, execution, and evaluation for the compliance, accounts management and/or taxpayer education and communication functions. The employee plans, analyzes, determines cost/benefit relationships, and coordinates a variety of functions, operations, and teams. Independently studies problems facing operating unit functions or those of particular concern within the organization assigned. This may require coordinating input from activities outside the division and identifying new methods of performing work. This requires the incumbent to demonstrate analytical, technical, and process analysis skills. Analyzes assigned program areas to discern trends in program delivery. Consolidates report data to measure the effectiveness in meeting baselines or the degree to which program plans and achievements support strategic initiatives. Provides technical advice and staff assistance to executives, field managers, and employees in the assigned program area. Develops and prepares operating guidelines, instructions, and other material pertaining to assigned program areas. This position has career progression. If you are selected at a grade level lower than the full working level, you may be non-competitively promoted as your career progresses. For example, you may be hired as a GS-05, but if the position has career progression to GS-11, then you may move from a GS-05 to a GS-11 in as little as three years.

Qualifications

Federal experience is not required. The experience may have been gained in the public sector, private sector or Volunteer Service. One year of experience refers to full-time work; part-timework is considered on a prorated basis. To ensure full credit for your work experience, please indicate dates of employment by month/year, and indicate number of hours worked per week, on your resume. You must meet the following requirements by the closing date of this announcement: SPECIALIZED EXPERIENCE GS-09: Applicants must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-07 level in the Federal Service. Examples of specialized experience includes: Experience with IT coding using object-oriented programming concepts to develop (code) automation tools, such as: classes, instances, methods, abstraction, encapsulation, and object inheritance. Experience coding in at least one programming language. Experience using and troubleshooting automation software (i.e. Integrated Automation Technologies (IAT) Tools). Experience using cross-functional programs and their interrelationship with assigned program to conduct pre-selected reviews and studies/projects. Experience using analytical and evaluative methods in order to assess and measure program operations effectiveness, identify gaps, consolidate findings and recommend alternatives. Experience using technical methods and practices such as program analysis, process analysis, management reporting procedures and available system capabilities to resolve operating problems and provide statistical data or other management information reports. Experience recognizing issues that impact assigned programs in order to make recommendations; and experience in oral and written communications to exchange information, to prepare reports, explaining program differences and recommending improvements and/or corrective action. OR EDUCATION: You may substitute education for specialized experience as follows: A master's or equivalent graduate degree in a related field of study, OR Two (2) full years of progressively higher-level graduate education leading to a master's or equivalent graduate degree in a related field of study, OR LL.B. or J.D., if related. OR COMBINATION OF EXPERIENCE AND EDUCATION: You may qualify by a combination of experience and education. Options for qualifying based on a combination will be identified in the online questions. SPECIALIZED EXPERIENCE GS-11: Applicants must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-09 level in the Federal Service. Examples of specialized experience includes: Experience with IT coding using object oriented programming concepts to develop (code) automation tools, such as: classes, instances, methods, abstraction, encapsulation, and object inheritance. Experience with coding in at least one of the following object oriented programming languages: ASP.Net, C#, C++, Java, or VB.Net. Experience using and troubleshooting automation software (i.e. Integrated Automation Technologies (IAT) Tools). Experience using knowledge of cross-functional programs and their interrelationship with assigned program to conduct reviews of studies/projects. Experience using analytical and evaluative methods in order to assess and measure effectiveness of program operations, identify gaps or conflicts in program information, consolidate findings and, recommend alternatives. Experience recognizing significant issues and changes that impact assigned programs in order to recommend changes in implementing regulations. Experience using knowledge of program and process analysis, management reporting procedures and available system capabilities to resolve operating problems and providing statistical data or other management information reports. Experience in oral and written communications to conduct briefings, prepare reports, document findings and, disseminate procedural and regulatory information. OR EDUCATION: You may substitute education for specialized experience as follows: A Ph.D. or equivalent doctoral degree in a related field of study, OR Three full years of progressively higher level graduate education leading to a graduate degree in a related field of study, OR LL.M., if related. OR COMBINATION OF EXPERIENCE AND EDUCATION: You may qualify by a combination of experience and education. Options for qualifying based on a combination will be identified in the online questions.
