Duties

As the Civil Engineer in this position, you will: Oregon State Office Civil Engineer (Project Engineer) Major Duties of Position This position is located within the Bureau of Land Management, Oregon/Washington State Office, Division of Management Services, under the direct supervision of the Branch Chief of Engineering, Facilities, Property, and Leasing. The incumbent is the Project Manager and serves as project engineer on multiple major design and construction projects simultaneously. The incumbent is responsible for multi-million-dollar projects that involve managing Architect-Engineer (A/E) Designs and major construction projects for facility renovation, road, bridge, and recreation site type projects. The incumbent must be a licensed professional engineer. The incumbent must obtain and maintain a Contracting Officer Representative (COR) II certification. Major responsibilities for this position include: Possesses the ability to manage multiple large projects simultaneously and independently. Ability to work with district interdisciplinary teams during project development. Provides direct project management to assist the districts within Oregon/Washington with major deferred maintenance and Great American Outdoor Act (GAOA) projects. Serves as the Construction Officer Representative (COR) on major architectural design and construction projects. Possess a FAC-COR Level II for construction and FAC-PM or acquire within the first year. Provides project mater planning for districts for development of long-term project planning. Works directly with national level engineers on project reviews and consultation. Assists with managing the BLM Emergency Relief for Federally Owned Roads (ERFO) and Federal Lands Access Program (FLAP) funded through the Federal Highway Administration (FHWA) Provides consultation (e.g. accessibility, building codes, alternative energy, drawings, and specifications) to district and field offices for planning and design on maintenance and construction projects. Conducts training for managers, engineers, and specialists in other disciplines, as appropriate, to acquaint them with engineering and facility management policy affecting their functional areas. Duty station is Any BLM Office/Center in Oregon or Washington - Negotiable After Selection.

Qualifications

In order to qualify for this Civil Engineer, GS-0810-13, you must meet the Basic Educational Requirement (One of the Options) *AND* meet the Additional Qualification Requirement as stated below. BASIC Education Requirement for the 0810 Series: A. Successfully completed a full 4-year course of study leading to a bachelor's or higher degree in Engineering in a school of engineering with at least one program accredited by the Accreditation Board for Engineering and Technology (ABET). NOTE: You must submit copies of your transcripts. OR B. Successfully completed a full 4-year course of study leading to a Bachelor's or higher degree in Engineering that included differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five (5) of the following seven (7) areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics. NOTE: You must submit copies of your transcripts. OR C. Completed 60 semester hours of courses in the physical, mathematical, and engineering sciences, and that included the courses specified in B above. These courses must be fully acceptable toward meeting the requirements of an engineering program. NOTE: You must submit copies of your transcripts. OR D. Successfully completed a curriculum leading to a Bachelor's degree in an appropriate scientific field such as engineering technology, physics, chemistry, architecture, computer science, mathematics, hydrology, or geology AND have at least one year of professional engineering experience acquired under professional engineering supervision and guidance. This must include either an established plan of intensive training to develop professional engineering competence or several years of prior professional engineering-type experience, e.g., in interdisciplinary positions. NOTE: You must submit copies of your transcripts. OR E. Successfully passed the Fundamentals of Engineering (FE) examination or any other written test required for professional registration by an engineering licensure board in the various States, the District of Columbia, Guam, and Puerto Rico. NOTE: You must submit documentation of having passed the examination. OR F. Currently registered as an Engineer Intern (EI), Engineer in Training (EIT), or licensed as a Professional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto Rico. This registration must have been obtained by written test OR be in general engineering or a directly related engineering field and was gained by State grandfather or eminence provisions NOTE: You must submit copies of your current registration. **AND**ADDITIONAL Qualification Requirement: Specialized Experience: Applicants must have one full year of specialized experience comparable in scope and responsibility to the GS-12 grade level in the Federal service (obtained either in the private or public sectors) performing the following: (1) providing consultation on engineering analysis, recommendations, or study conclusions to leadership and other professionals, or field offices; (2) conducting technical or peer reviews of engineering designs, drawings, analyses, or documents; (3) managing methods or policies on areas of construction management, geotechnical, highways, hydraulics, hydrologic, or structural engineering; (4) conducting engineering facility and project inspections to ensure compliance of project requirements, contracts, or database operation. TIME-IN-GRADE REQUIREMENTS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-12 is required to meet the time-in-grade requirements for the GS-13 level. (Must submit your SF-50 that shows Time-in-Grade eligibility and reflects your title, series, and grade. No award SF-50 will be accepted). Any individual who is currently holding, or has held within the previous 52 weeks, a General Schedule position under non-temporary appointment in the competitive or excepted service, must meet time-in-grade requirements (must have served 52 weeks at the next lower grade or equivalent in the Federal service). Education

To qualify based on education, you must submit a legible copy of transcripts from an accredited institution with your name, school name, credit hours, course level, major(s), and grade-point average or class ranking. Transcripts do not need to be official, but if you are selected for this position and you used your education to qualify, you must provide official transcripts before you begin work.

If you are using education completed in foreign colleges or universities to meet qualification requirements, you must show that your education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.

PASS/FAIL COURSES: If more than 10 percent of your undergraduate course work (credit hours) were taken on a pass/fail basis, your claim of superior academic achievement must be based upon class standing or membership in an honor society.

GRADUATE EDUCATION: One academic year of graduate education is considered to be the number of credits hours your graduate school has determined to represent one academic year of full-time study. Such study may have been performed on a full-time or part-time basis. If you cannot obtain your graduate school's definition of one year of graduate study, 18 semester hours (or 27 quarter hours) should be considered as satisfying the requirement for one year of full-time graduate study.
