The Health Technician serves as support that utilizes the Picture Archiving and Communication System or PACS and VISTA computers to view images, print reports, and monitor sources of incomplete exams in the Radiology Service which provides imaging services throughout the medical center to staff physicians, residents, wards, clinics, to patients and family, to other VA Medical Centers, private hospitals, and physicians.

Duties

Program Support PACS Duties: 50% Assists the Picture Archive and Communication System (PACS) Administrator and the PACS Manager in planning, testing, implementing, integrating and maintaining PACS elements to include network interface software and system administration software to ensure acceptable levels of system performance. Monitors Tri-West portal and choice viewer for Imaging Reports, uploading to PAC's coordinating any delays with managed care. Burns CDs, process CD requests, and scan to PACS as needed. Sends administrative notes to the requesting provider when applicable. Enters Order as necessary to link imaging report communicating with providers action taken/completed. Coordinating with community Radiology companies to obtain CD Images. Assists the PACS Administrator in maintaining and updating contingency plan. Ensures effective operations and maintenance of the PACS at all times. Communicates with management in particular the Chief Technologist any concerns regarding the PACS operations. Maintains an appropriate library system to assure that back-up data is available in the event of emergency. Provides support in accomplishing departmental projects such preparation for Joint Commission (JC), Office of the Inspector General (OIG), Service-wide On-going Assessment Review System (SOARS) and continuous readiness inspections. Completes annual mandatory training requirements. Complies with and observes safe work practices and infection control. Knowledgeable of the facility's Emergency Operations Plan. Completes annual ARM GEMS Awareness Training. Familiarizes self with environmental Standard Operating Procedures (SOPs) associated with Service Area. Administrative Duties: 20% Ensures registrations are performed with accuracy and attention to detail, while selecting the correct patient, exam date, parent and descendant procedures. Scanning process is completed with accuracy and attention to detail, following appropriate steps in sequence to register, case, scan, verify and link images to patient record. At least 90% of urgent Non-VA images are uploaded into the PACS system within 48 hours of receipt of the CD. At least 90% of Non-VA Radiology reports are scanned within 48 hours of procedure. Scanning incomplete reports completed within three (3) days of assignment. Customer Service: 15% Treats Veterans with dignity, courtesy, and respect in keeping with the principles and practices of Veteran-Centered Care. Communicates with all internal and external customers in a courteous, positive, open, honest, cooperative manner, and treats all with dignity and respect. Responds to all inquiries in person, by e-mail, and telephone in courteous manner and as quickly as the situation dictates. Resolves all issues and carries them through to completion in a timely manner appropriate to the situation; directs inquiries to appropriate personnel or department when unable to personally address the issue. Informs supervisor or appropriate management official of any issue or potential incident where a customer may be dissatisfied or angry as the result of information provided. Interacts with patients, supervisors, staff, visitors, and non-VA personnel reflecting a working knowledge of cultural differences in language, communication style, physical limitations and other diversity-related factors. Exercises good judgment, tact, and skill in communication and interpersonal relations. Builds customer confidence by professional dress and demeanor in accordance with the policy on personal attire. Security: 15% Ensure that the provisions of HIPPA and the Privacy Act are observed. Includes information contained in the medical record whether electronic, paper, Radiology films or CD, and confidential information overheard. Ensures proper disposal of sensitive information using the Shred boxes provided. Sensitive information will be disposed of or locked away as appropriate before leaving the work area. Locks or logs off computer when away from the immediate work area. The computer access code assigned to the incumbent will not be disclosed to any other individual nor will the incumbent use any other staff member's access code. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 08/12/2024. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-06 position, you must have served 52 weeks at the GS-05 grade level. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience and/or education as described below: Positions in this series range widely in type and include support duties to medical or health personnel such as audiologists, speech pathologists, medical officers, and optometrists. Therefore, technician experience is experience that required application of the knowledge, methods, and techniques of the position to be filled. Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-05 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Monitoring and investigating sources of exams that have not been completed and/or dictated. Using imaging databases to find images and transmit to the Picture Archiving and Communication System (PACS) for archiving. Provide basic instruction on operation of PACS system. Assist in planning, testing, implementing, integrating and maintaining PACS elements. Patient registration. Physical Requirements: The work is sedentary. Typically, the work places no unusual physical demands on the employee. However, there may be some walking, standing, bending, and carrying of light items like papers, CD images, supplies, and books.
